Research On The Construction Of A Long-term Mechanism Of Industrial Poverty Alleviation Under The Background Of Rural Revitalization

The implementation of the strategy of Rural Revitalization is a major decision-making and deployment made by the 19 th National Congress of the CPC.At present,our country is in the period of intersection of winning the battle of poverty alleviation and implementing the strategy of Rural Revitalization.President Xi Jinping emphasized : "we must combine poverty alleviation with Rural Revitalization Strategy".Industrial poverty alleviation is the fundamental strategy to win the battle of poverty alleviation.Industrial prosperity is the focus of Rural Revitalization Strategy.Through the establishment of long-term mechanism of industrial poverty alleviation,we can achieve the effective connection between poverty alleviation and Rural Revitalization.On the one hand,it can improve the quality of industrial poverty alleviation,consolidate the effectiveness of poverty alleviation,and achieve stable poverty alleviation.On the other hand,it can expand rural industries,drive farmers to increase income and become rich,so as to realize industrial prosperity and rich life,and then achieve rural revitalization.This paper takes s Township of Nanyang City as an example,and conducts research through the literature research method and case research method.First of all,the paper summarizes the current situation of pillar industries,policy implementation and development mode of poverty alleviation in s Township.Secondly,compared with the requirements of rural revitalization,according to the classification of development mode,this paper combs the existing problems of industrial poverty alleviation.The problems are the low degree of family management organization,the inadequate role of cooperative driven,and the low quality of enterprise driven poverty alleviation.Based on precise poverty alleviation theory,governance theory,and sustainable livelihood theory,this paper analyzes the causes of the above problems.The reasons are as follows: the functional boundaries between the main bodies of industrial poverty alleviation are not clear;the integration and development of primary,secondary and tertiary industries is not enough;the support forintellectual and ideological needs to be strengthened;the relationship between the main body of assistance and the poor households is not close;the factors such as fund,talent,science and technology are short,and the ability to resist risks is poor.Finally,the paper puts forward the construction path of the long-term mechanism of industrial poverty alleviation based on the internal reasons.Industrial poverty alleviation is a systematic project.To build a long-term mechanism of industrial poverty alleviation,we should not only focus on the industry itself,but also make a comprehensive analysis from all aspects.After research,this paper proposes to build a long-term mechanism of industrial poverty alleviation in the context of Rural Revitalization by establishing a multi-agent cooperative mechanism,a mechanism of integrated development of primary,secondary and tertiary industries,a long-term mechanism for both intellectual and ideological support,a long-term mechanism of close interest connection,an incentive mechanism of rural innovation and entrepreneurship,and a long-term mechanism of risk prevention and control.
