Since ancient times,diet is considered to be the most basic needs of our daily life.Therefore,diet is indispensable for our natural survival and social development.With the rapid development and progress of China's economy and society,people's diet habits are constantly changing.In recent years,the spread and application of the Internet have been expanding,and the rapid development of network payment information technology has provided more convenient conditions for people's online shopping and payment.The network catering has also developed into a new type of catering service consumption and life style which is widely welcomed by consumers and the public,and has made rapid development.However,with the development of online catering market in China,more and more people are concerned about the safety of online catering food.For example,the information of catering operation displayed on some online catering platforms is inconsistent with the actual situation;the environmental sanitation condition of the catering processing site of online catering business is poor;the unlicensed catering business falsifies or fraudulently uses the business license of other catering business to enter the online catering platform illegally;the online catering business violates the rules and operates beyond the scope,and so on.These problems are more food safety problems found in the early supervision and inspection.Some food safety problems often appear in the network media,which causes many worries of consumers and the public about the food safety of online catering.In order to strictly regulate the operation behavior of online catering related business entities,such as online catering businesses and online ordering platforms,in the online catering sector,and ensure the safety of online catering food for the masses,the state continues to attach importance to and make efforts to the supervision of online catering market.Food safety law has been promulgated and revised successively,measures for investigation and punishment of illegal acts of online food safety and measures for supervision and management of food safety of online catering services have been issued,which provide strong legal support for the healthy development of online catering market.At the same time,various regions have also actively introduced relevant regulatory measures to rectify the problem of food safety in online catering services;researchers at home and abroad have carried out a lot of useful practice and theoretical exploration for the problem of online catering market regulation.However,in general,no matter the practice and exploration of various places,or the theoretical research of universities and scientific research institutions,the online catering market supervision is still in an early stage.In this study,Feicheng City,Shandong Province,is selected as the research object.Based on the theory of government failure and the theory of public governance,the traditional questionnaire method and interview method are used to objectively investigate and summarize the characteristics and supervision path of the city's online catering market,summarize and analyze the existing problems and reasons of the city's online catering market supervision,and explore how to strengthen the city's online catering market supervision The specific countermeasures and suggestions of online catering market supervision are expected to provide a reference of theoretical and practical value for the supervision and research work in this field.Through the investigation,it is found that there are some problems in the supervision of online catering market in this city,such as insufficient supervision strength,weak supervision target,overlapping of supervision responsibilities and obsolete supervision means.For these problems,the paper objectively analyzes the reasons from three aspects:the subject factor,the object factor and the environment factor.In view of the above problems and reasons,following the general tone of the CPC Central Committee on deepening the modernization of governance system and governance capacity,combining with the characteristics of Feicheng online catering market and drawing on the experience of online catering market supervision at home and abroad,this paper puts forward three countermeasures and suggestions for Feicheng to strengthen the online catering market supervision:first,systematically improve the supervision ability of competent departments;second,promote the participation of social forces Third,promote the use of modern scientific and technological means.
