In the context of the internet which enters the new stage of high-quality development in our country,online catering services have achieved rapid growth relying on various types of new terminal equipment.Along with the new development of network catering service,it inevitably arises some new problems.Compared with the traditional catering industry,online catering service needs to face more complex objects and contents,and it is more difficult in terms of supervision links and processes,which requires more efforts to deal with the problems of online catering service food safety supervision.Traditional government supervision is not enough to fully meet the realistic needs of the rapid development of online catering service industry,this study focuses on the problems and countermeasures of food safety supervision of online catering services with the help of literature method and case method.The article takes network catering service and food safety supervision as the starting point,and uses the theory of a symmetric information and poly centric governance theory as a theoretical tool.First,the article studies the relevant developments of online catering services in China and abroad,and has an insight into the current research situation and results of food safety supervision in online catering services;Secondly,taking the current situation and supervision effect of food safety supervision of network catering service in District J of T City as the specific research object,,which focus on regulatory subjects,regulatory basis,regulatory measures and regulatory results.Thirdly,based on the attributes of online catering services,the author makes a detailed analysis of the problems and causes of the government’s supervision of the food safety of online catering services from the aspects of insufficient governance capacity,inadequate performance of responsibilities of third-party platforms and operating processes and consumer rights resistance.The main problems are:insufficient supervision and governance ability,inadequate fulfillment of supervision responsibilities of third-party platforms,information asymmetry in the network catering service management link and consumer rights resistance is strong and other factors;Combined with these problems,the main reasons are: imperfect supervision basis,weak regulatory and technical strength,difficult data inter connection,lack of social supervision forces.Based on the complexity,uncertainty,trans-temporal and unstable characteristics of the network catering service model,the author puts forward targeted countermeasures and suggestions for government supervision on the food safety of network catering service,which include constructing a perfect network catering supervision system and technical system;strengthening the supervision of third-party platforms which standard its business behaviour,clarifying its supervision functions,and strictly implementing the main responsibilities of the platform;improving the government’s governance capacity constantly from the aspects of regulatory responsibilities,regulatory talent team and supporting mechanism.In addition,multi-center governance will be promoted keeping social supervision channels smooth,establishing expert think tanks,and mobilizing the power of industry associations and media,building a social co-governance pattern to continuously improve government supervision effectiveness which is more efficient,precise and convenient for everyone.
