Since the 21 st century,the development mode of China's new economy has driven the large-scale growth of new enterprises and the rapid growth of the endogenous force of innovative and entrepreneurial human capital,which has posed new challenges to the reform of human resource management and the change of human resource principal-agent business in China.The rise of new enterprises has become a new force in the development of market economy in the new era of China,playing an important role in promoting employment,stimulating innovation and increasing market vitality.In order to rapidly and steadily expand the business market,human resource principal-agent has become an important option for management reform.The implementation of human resource principal-agent can optimize its operation cost and human service specialization,so as to improve the industry competitiveness of new enterprises.However,human resource principal-agent is a continuous and complex process,and there is a game risk of "free ride".Potential risks are easy to be ignored by new enterprises,and they often fail to prevent the occurrence of dynamic accidental risks,which may make the purpose of human resources principal-agent cannot be achieved,and may even cause new enterprises to face losses.Therefore,it is of practical significance to correctly identify and effectively evaluate thecurrent human resource principal-agent risks of new enterprises and timely strengthen prevention and control,so as to promote the construction of core competitiveness and sustainable development of new enterprises in China.Based on the principal-agent theory and risk management theory,this paper takes the principal-agent risk management of human resources of new enterprises as the research object,and conducts an interview and research on the status and types of human resources principal-agent risks of new enterprises.Discuss basic dimensions and the cause of the risk is analyzed,and combining the expert Delphi method on the level of human resource principal-agent risk judgment,based on the relevant indicators of risk identification,using the analytic hierarchy process of risk and risk assessment and determine,to establish new enterprise human resources of the principal-agent risk assessment index system,targeted to assess risk factors,to ensure the reliability and validity of evaluation index;At last,the paper adopts the method of fuzzy comprehensive evaluation to establish the principal agent risk assessment model of human resources in new enterprises.In order to test the effectiveness of the evaluation model,this paper analyzes the application of the human resource principal-agent risk assessment case of K company by empirical method.At last,this paper puts forward some countermeasures for risk management,such as human resources principal-agent risk control based on game,riskprevention and early warning platform control based on transaction cost,incentive mechanism design of control,risk control in principal-agent transition and optimization control of market model and trust model.
