The Current Situation,Predicament And Path Exploration Of Agricultural Transformation And Development In Resource Exhausted Areas

Agriculture has been the lifeline of the country,a significant foundation for the development of the national economy and society.Since 2003,the NO 1 central file has highlighted the significance of prior development of agriculture,advocating the transformation of agricultural production featured by modernization,science and technology,and industrialization,further advancing supply-side structural reform.As an important industrial city in Hubei Province.Huangshi has,in recent years,seen a gradual decline in its leading industry that relies on abundant mineral resources due to constant exhaustion,which poses a great challenge to its further development.Meanwhile,the Central government has laid stress on ecological protection,Thus,the reliance on mineral resources to develop the local economy has not fit in with the direction of the new macro policy.According to the actual development and demands,dependence on its unique natural resources of mountains and lakes,Huangshi has launched economic transformation on a large scale,by means of its adherence to the development concept of innovation,coordination,openness and sharing.In this case,agricultural transit can be treated as one of the mode of economic transformation.Nevertheless,the city is relatively weak in agricultural foundation and insufficient in construction of agricultural infrastructure.Besides,invested cost in agricultural products does not match with corresponding output,thus leading to the lack of brand advantage and competitive edge,and difficulty in buying and selling trade.Considering this,it is an imminent trend to foster agricultural transformation in industrial structure.This paper aims to study the development and future trend of the agriculture in Huangshi by means of series of approaches such as literature research,field investigations,case studies,theoretical and empirical research.In general,the paper is divided into five parts.The first part,as the introduction,mainly shows the background,purpose,content and method of this research,further expounding its theoretical and practical significance.The second part,as the research design,introduces relevant literature review,expounds the related theoretical foundation of agricultural transformation,and defines corresponding concepts.The third part introduces the background of the current agricultural transformation in Huangshi City.general situation,basic status of agricultural development and advantages of transformation have been demonstrated from micro and macro perspectives.The fourth part exemplifies the current measures for implementing agricultural transformation,and elaborates the strengthening of agricultural infrastructure construction,developing characteristic agriculture,building agricultural brands,improving product efficiency,and innovating agricultural growth,during which the problems and reasons concerning the actual implementation has been fully analyzed.The last part puts forward the strategies of continuous promotion for the transformation and development of agriculture in Huangshi City.Elaborations of substantial measures in basic investments,industrial integration development,agricultural industry brands,industrial development functions and science and technology promotion system have been fully made to reveal the determination and action of the government to further advance agricultural transformation and seek high quality growth in this field.
