From now to 2020,it is the decisive period to build a well-off society in an all-round way."Well-off" is not well-off,the key to see fellow villager.The key is to see whether all the poor rural population can get rid of a lot of poverty,and the key to achieve this goal is to rely on precision poverty alleviation.From the beginning of October 2014,the Yingyinggou village of precise poverty alleviation has been carried out for three years.Through the three years of work,Yingyinggou village infrastructure improved,economic development has been effective,most of the poor get out of poverty.In accordance with the work plan,Yingyinggou Village gets rid of poverty in 2017.In 2018 all poor people out of poverty,then use two years to consolidate deficient achievements.To 2020,together with other Chinese people entering a well-off society.Firstly,based on the analysis of the precise poverty basic concept and the related research at home and abroad,the Yingyinggou village of precise poverty alleviation status systematically.Then studied the "help the real poor" and "true poverty problem" in Yingyinggou village from the point of microcosmic execution.Secondly,we proposed some problems of English village poverty alleviation work,mainly in the village collective guides weak families to get rid of poverty to get rich ability is weak,the income source of the poor is unstable,the policy difference leads to discontent,the quality of poverty alleviation is not high,difficult for some poor people to shake off poverty steadily.Again,analysis of the causes,including poverty alleviation depend on external assistance,slow progress in industrial restructuring,rural poverty culture exists for a long time,poverty alleviation policy is not perfect,the low level of social security fallback.Finally,in view of this situation,put forward the corresponding countermeasures and suggestions:the' Party committee and government social parties together to form a large lattice of poverty alleviation,tamp the foundation and improve the collective service ability of the village,a variety of ways to enhance their development potential of poor households,developing industries and increasing farmers' income channels,improve the minimum living security system.This paper proposed a multi force collaborative governance is helpful to realize the precise poverty.The point is to deal with the relationship between government support,social support and self-reliance.We should play a multifaceted role and fully mobilize the enthusiasm of all sectors of the community to participate in poverty alleviation,to help the poor village and the poor households out of poverty in the collaborative governance.
