| As an important source of profit for the tertiary industry,the logistics industry has become a sign of regional modernization level and comprehensive strength,and is an important factor for measuring regional economic development and national economic growth.The modern logistics system is based on high efficiency,which mainly includes reducing circulation costs,reducing operating costs,and improving technological levels.The development of modern logistics industry plays a key role in driving regional economic development.Therefore,research on logistics efficiency has become an essential area for high-quality development of the logistics industry.In order to understand the development status and existing problems of the logistics industry in the five northwestern provinces,and to study the logistics efficiency of the five northwestern provinces,the article is based on political economics and regional economics related theories,including circulation cost theory and neoclassical location theory.After understanding the development status of the logistics industry in the five northwestern provinces,the dynamic and static analysis methods are used to comprehensively analyze the logistics efficiency in the five northwestern provinces.First,based on the DEA-Malmquist analysis method,an index system is constructed to analyze the total factor productivity of the five northwestern provinces from 2011 to 2018.Secondly,the DEA-BCC model is used to analyze the pure technical efficiency,technical efficiency,and scale efficiency of the five northwestern provinces.Finally,the super-efficiency DEA method is used to measure the logistics efficiency of the five northwestern provinces and regions,and compare it with the national logistics efficiency value.The above analyses the development level of the logistics industry in the five northwestern provinces.The purpose is to find out the main factors restricting the development of the logistics industry in the five northwestern provinces and regions,and to propose an optimization strategy for the logistics system in the five northwestern provinces.The specific conclusions are as follows: First,the logistics efficiency of the five northwestern provinces is analyzed,and the results show that from2011 to 2018,the average technical efficiency of the five northwestern provinces and regions reached 0.791.Among them,the average of pure technical efficiency reached 0.911,and the average of scale efficiency reached 0.875.Ningxia has the highest overall logistics efficiency,ranking first among the five northwestern provinces and autonomous regions,and its technical efficiency has reached effective values.Qinghai’s logistics efficiency development is the worst,of which the average annual technical efficiency is 0.512.Secondly,in the five northwestern provinces and regions,the development level of the logistics industry is poor,and the scale efficiency value is relatively low.Among them,the pure technical efficiency and scale efficiency of Qinghai are both too low,resulting in ineffective overall logistics and low logistics efficiency values.There are imbalances in the development of the logistics industry in the five northwestern provinces,and the differences in logistics development between provinces are obvious.Among them,Ningxia’s logistics industry has the best development level,and the super efficiency value reached the largest in 2017.Followed by Shaanxi,Xinjiang,Gansu,and Qinghai.Based on the analysis conclusions of the above models,suggestions for improving the logistics efficiency of the five northwestern provinces are put forward,so that the development of the logistics industry in the five northwestern provinces is more suitable for the needs of economic development.Specifically,it includes three aspects: first,rationally lay out logistics industry locations and reduce circulation costs;second,increase the training of logistics talents and improve the level of informationization;third,the utilization of logistics resources,reduce logistics costs;fourth,Strengthen infrastructure construction and effectively expand the scale of logistics. |
