The Research On The Comprehensive Performance Evaluation Of The Third Party Logistics F Company Under The Low Carbon Constraint

The green and low-carbon development proposed in the report of China's 19th National Congress of the Communist Party is the general trend of the current economic development.Under the multiple effects of government pressure,consumer push and media,the third-party logistics enterprises,which are developing coordinately in a blowout way by the east wind of e-commerce,as the social service industry of economic circulation,are affected by more and more stakeholders.However,most of the performance evaluation of the third-party logistics enterprises in China is based on the shareholder value oriented performance evaluation,which is not good for the low-carbon sustainable development of other stakeholders.In the new era of high-quality development of China's economy,as a significant industry to support the national economy,the third-party logistics is also an important industry for energy conservation and emission reduction.Under the low-carbon constraints,the third-party logistics enterprises should choose a more realistic performance evaluation method to meet the current needs.Therefore,this paper uses case study method to study the comprehensive performance evaluation of the typical third party logistics F company.Through the analysis of the current situation and existing problems of its performance evaluation,it discusses the necessity and feasibility of the application of stakeholder value oriented performance prism for evaluation Then,a questionnaire was designed according to the Richter's five subscales,and the key stakeholders of F Company were identified,including investors,customers,employees,government,community and suppliers.Then it analyzes the needs and contributions of these five kinds of key stakeholders under low-carbon constraints and the corresponding strategies,processes and capabilities of F company.Then,based on the above research,a three-dimensional performance evaluation index system is designed for F company.Finally,the weight of evaluation index is determined by combining AHP and Delphi method,and the comprehensive performance of F company is evaluated and analyzed by using efficiency coefficient method.It is found that if the evaluation is conducted only on the basis of shareholder value,it will cover up the deficiencies of F company in other dimensions.For example,in the employee dimension,F company's employees ' low-carbon cultural awareness score is low;in the customer dimension,Company F's low-carbon logistics informatization score is low;in the government and community dimensions,Company F's packaging material recycling utilization scores is low,and in the supplier dimension,Company F's score of the soundness of the low-carbon procurement system is low.In addition,in the shareholder dimension,Company F's low carbon technology investment rate score is not high.Therefore,this paper puts forward corresponding suggestions for the low-carbon development of company F under low-carbon constraints,such as increasing the investment and development of low-carbon logistics technology,positively incentivizing the low-carbon innovation of front-line employees,and further improving low-carbon logistics information System and jointly optimize the construction of an external low-carbon logistics environment.The evaluation system constructed in this paper integrates low-carbon factors into the framework of performance prism.From the perspective of typical internal and external key stakeholders of 3PL Company F,this system comprehensively and systematically reviews the overall performance of the third party logistics Company F under the low-carbon constraints,so as to provide a broader idea for its realization of low-carbon sustainable development.Therefore,this paper not only enriches and supplements the relevant theories,but also has important practical significance for the third-party logistics enterprises to choose performance evaluation methods.
