Research On The Performance Of Financial Support For Agriculture In Current Stage Of Jiangsu Province

In recent years,from a series of relevant documents issued by Jiangsu Provincial Department of Finance on the financing reform and budget implementation of Jiangsu Province's financial support for agriculture,we can realize the firm determination of Jiangsu provincial government to focus on "agriculture,rural areas and farmers" and attach importance to "agriculture,rural areas and farmers".The weak and basic nature of agriculture is the important reason for the government to give support and special treatment.No matter from the various financial policies issued by Jiangsu provincial government or the increasing financial expenditure for supporting agriculture over the years,we can realize the continuous efforts of Jiangsu provincial government to solve the "three agriculture" problem.In recent years,the development of agricultural economy,the improvement of rural infrastructure and the improvement of farmers' living standards are all the perfect answers of Jiangsu provincial government.However,there are still many problems in the financial support for agriculture in Jiangsu Province.For example,although the increased financial support for agriculture expenditure,compared with the developed countries in Europe and America,the proportion of expenditure still needs to be increased.The management level of financial support for agriculture is not enough,and the growth rate of financial support for agriculture is not stable all the year round.In this paper,DEA and malquist index model are used to analyze the performance level of financial support for agriculture in Jiangsu Province in the past seven years from both static and dynamic aspects,so as to find out the problems and the causes of the problems and put forward relevant policy suggestions,so as to provide some reference for the improvement of the performance level of financial support for agriculture in Jiangsu Province.The main ideas of this paper are as follows: first,confirm the writing methods and writing skills by reading a large number of domestic and foreign literature.Under the condition of understanding the relevant concepts and mastering a large number of theoretical basis,interpret the current situation of Jiangsu Province's financial and political support for agriculture from the Perspective of the whole and part of Jiangsu Province,such as describing the situation of Jiangsu Province since 1991 from the perspective of absolute scale andrelative scale Based on the geographical location of Jiangsu Province,the growth rate and proportion of financial support for agriculture are divided into southern Jiangsu,Central Jiangsu and Northern Jiangsu,and a comparative analysis is made.Based on the financial support for agriculture in all cities of Jiangsu Province in 2018,the balance of financial support for agriculture in Jiangsu Province is analyzed from three aspects of population,area and economic contribution.Then find and confirm the relevant input and output indicators,analyze the performance evaluation of Jiangsu Province's financial support for agriculture from the static and dynamic perspectives through the relevant model,and demonstrate the comprehensive efficiency,pure technical efficiency,scale efficiency and scale reward of Jiangsu Province's financial support for agriculture by DEA,and explain the specific situation of Jiangsu Province's cities in the past seven years,such as Zhenjiang City,Nanjing city and Suzhou city with excellent performance The market is not very optimistic.Then the malquist index model is used to dynamically analyze and measure the performance of financial support for agriculture in Jiangsu Province within the time,and to answer the doubts from the aspects of management level,scientific research investment and scale effect.Finally,according to the empirical study,we find the problems in the performance of financial support for agriculture in Jiangsu Province,explain the reasons of these problems according to the corresponding problems,and finally give the corresponding policies and suggestions.
