Research On The Performance Of Financial Support For Agriculture In Heilongjiang Province

China has a large population.Agriculture is the basic industry of our country.It plays an important role in the national economy.The first task of the government is to solve the "three rural" problem.The effective solution of this problem is not only related to the improvement of agricultural development level and the overall progress of the countryside,but also affects the national economy and social development.Agriculture belongs to the category of public products,but also a weak industry,so it needs the government to support the development of agriculture through financial means.As far as the current situation is concerned,the government’s financial means to support the development of agriculture is also the most effective one of many means.The scale and structure of the allocation of financial support for agriculture,as well as the regulatory issues in the allocation process,affect the living standards of farmers And the development of agriculture.Heilongjiang Province is a major agricultural province.It has been actively and seriously implementing various agricultural policies,and the total amount of financial support for agriculture has increased year by year.In this case,the level of farmers’ production,living standards and agricultural GDP has been improved.The allocation of financial support for agriculture seriously affects the allocation effect and the realization of the expected goal.Therefore,the research on the allocation of financial support for agriculture in Heilongjiang Province is of great significance.Starting from the theory of financial investment in agriculture,the theory of public financial function and the theory of performance evaluation of public expenditure,this paper introduces the current situation of the allocation of financial support for agriculture in Heilongjiang Province,including the scale,structure and effect of the allocation,and analyzes the financial support for agriculture in Heilongjiang Province by using the methods of literature analysis,qualitative analysis,quantitative analysis,empirical analysis and comparative analysis There are some problems in the process of allocation,such as insufficient investment of financial support for agriculture,unbalanced capital structure,scattered capital investment and lack of capital supervision.The reason is the lack of stable investment mechanism,the focus of supporting agriculture fund is not prominent,the integration of financial supporting agriculture fund is difficult,and the supervision and evaluation mechanism is not perfect.Data envelopment method is used to analyze the allocation of financial support for agriculture in 13 cities(regions)of Heilongjiang Province.The results show that the performance level of financial support for agriculture in Heilongjiang Province is low,and there is room for progress.The main reasons are: the overall scale of financial support for agriculture in most regions is limited,and there is deviation in the allocation structure;the technical efficiency is low,and the allocation structure of financial support for agriculture in Heilongjiang Province is poor There are obvious deficiencies in the aspect of agricultural technology innovation;the level of financial support for agriculture is relatively low in the aspect of supervision,without effective supervision and decision-making errors,which to some extent affect the performance of fund allocation.Through the analysis of the countermeasures to optimize the allocation of financial support for agriculture in the United States,Japan,the European Union,Zhejiang Province,Shandong Province and Jiangxi Province,it is found that they improve the performance of financial support for agriculture by establishing a stable annual investment mechanism of financial support for agriculture,improving the evaluation and supervision system of financial support for agriculture,and integrating the investment in key areas of financial support for agriculture.On this basis,in view of the existing problems and empirical analysis results,the paper puts forward countermeasures and suggestions to optimize the allocation of financial support for agriculture in Heilongjiang Province and improve the allocation performance.The research shows that Heilongjiang Province can put forward feasible suggestions from the following aspects: broadening the source channels of supporting agriculture funds,optimizing the allocation of financial supporting agriculture funds structure,increasing the integration of financial supporting agriculture funds,improving the supervision mechanism of financial supporting agriculture funds,optimizing the allocation of financial supporting agriculture funds,improving the allocation performance level of supporting agriculture funds,and promoting the agricultural development of Heilongjiang Province.
