With the constant development of economy and society,the pace of rural urbanization in China has been significantly accelerated,and the demand of enterprises and institutions in logistics services and subcontracting services also increases sustainably.The rising requirements of people on working conditions and life quality provides a broader market space for the development and progress of property management.However,the property management industry is forced to move towards socialization,specialization and marketization at the same time.On this basis,how can property management enterprises further improve their service quality to meet the increasing demand of proprietors,in order to remain invincible in the fierce market competition?Performance management has been widely applied to enterprises in a worldwide scale.Many outstanding managers from large enterprises are using the technical terms frequently,such as “management by object(MBO),balanced score card(BSC),key performance indicators(KPI)”.In particular,many enterprises have set up the position “performance commissioner” in human resources department.This study mainly uses three research methods: literature research and field investigation;theoretical summary and case analyses,and data statistics.The main purpose is to research and analysis the flaws and causes appeared in the employee's performance indicator system of each position in HKFG.In order to solve the practical problems of the research object and avoid the recurrence of related problems.This study is developed from the theory and relevant common methods of performance management,combining the theory with the actual performance appraisal index,and the application of BSC,KPI and 360-degree evaluation method,to set up a scientific appraisal index system close to the reality..Meanwhile,an assessment agent was reestablished;the assessment approach was optimized;feedbacks and performance application were well implemented,so as to provide measures for the smooth implementation of the performance management system.According to the study,HKFG Property ignores the management on performance during its rapid development.A variety of flaws have been found in its current performance management system,including the unreasonable design of the system,the absence of standing mainstay in the assessment agent,poor assessment approaches,and the failure of application and feedbacks of assessment results.Regarding these defects,this study takes the environment keepers of HKFG as an example,designs the performance evaluation indicators based on the analysis of the job description.These indicators were categorized in accordance with their importance,and the weight of each indicator was designed.Besides,the organization and method of performance appraisal,the feedback and application of performance appraisal results are further optimized.In the last section,the study came up with measures for the company to guarantee its execution of performance assessment.The measures including overall arrangement and regulation,guarantees of finance,training and culture,practice of assessment supervision and review,as well as positive communication with employees.The newly-devised performance management system not only provides for HKFG Property,but also provides a new case and new thinking for other property enterprises,scale and development stage in the process of performance management.
