At present,with the development of outsourcing industry becoming more and more mature,there is a trend for many Banks to outsource information technology.During this process,the bank makes full use of IT outsourcing which can skillful,high efficiency and low cost to service itself.With this way,which not only reduces the cost of the bank,but also improves the work efficiency,gives play to the industry competitiveness,and enhances the bank's ability to adapt to the external environment.However,when IT outsourcing enters to the bank,there are many high risks that have been produced.Due to the security,confidentiality,legality and other special natures of the Bank and many uncertainties unique to IT outsourcing,it's required the Bank to have high risk awareness,comprehensive management means and positive countermeasures.Nevertheless,there are no clear restrictions on the threshold of access for IT outsourcers.For example,the IT outsourcers' technical strength,rating system,operating conditions,social reputation and so on that no clear standers.Not only that,there are still many problems in the supervision of IT outsourcing.At the same time,H bank about IT outsourcing that still in the exploratory stage,still has not formed a mature system,and still need to enhancing its risk awareness and control measures.Thesis utilizes the method of researching literature and case analysis to collect and sort out the domestic and foreign research status of IT outsourcing and IT outsourcing project risk management with commercial Banks on the basis of defining the research background,significance and objectives.Thesis takes H bank as the research object,and it has a comprehensive understanding of H bank's IT outsourcing management and its ' risk management.Through the analysis of these,thesis learns 4 problems,there are system exist of audit,scope of assessment so finitudes,no incentive to outsourcers,and sign wrong contract.Then thesis uses analytic hierarchy process(AHP)to assessing 19 risk factors which recurrently in the IT outsourcing in the last five years,and calculates the risk value of each risk factor according to the occurrence frequency.According to these risk characteristics,in order to reducing the number of risks and reducing the impact range of IT outsourcing,thesis puts forward the measures to settle.The details are as follows: IT outsourcing risk management structure of H bank has been improved;IT outsourcing senior management structure has been improved,IT outsourcing audit system has been completed,c ontract making mechanism has been completed,outsourcing evaluation method has been perfected;building to risk control domain model of IT outsourcing and risk check-up knowledge base.And last,thesis aims at the important risk factors to take some steps.There are four risk control measures.First of all,restrict technicians of outsourcers.The second one,strengthen technical training and thought education to IT employees of H bank.The third point,some hardware and software that maintenance by outsourcers need to tracking at fixed period.Finally,demand-side needs to full investigation,and it can reasonable change in the future.Only in this way,it has a practical significance that can predict risks and resolve risks to H bank.
