Along with our economy enters the new normal,to continue to rely on ways of capital and labor inputs to boost the economic growth is facing huge challenges,the top priority of our economy now is to accelerate the innovation strategy and transfer economic growth to the track of total factor productivity,to improve the TFP is the sustainable growth momentum under the new normal economic.The current industry standards and patents increasingly determines the international competitive power and distribution of the interests of the global value chain pattern,the main aspects of intellectual property has increasingly become the strategic resource of national development and international competitiveness of core essential factor,and at the same time intellectual property rights is important factor to speed up the innovation and development and improve the TFP.Therefore,the research on the correlation between intellectual property and total factor productivity and how to effectively develop and allocate intellectual property and other innovative factors to improve total factor productivity are hot research issues.This article is an empirical research of intellectual property rights in our country and the development of the relationship between total factor productivitybased on the panel data of 30 provinces and autonomous regions in 2004-2017,and considers the effect heterogeneity of different kinds of intellectual property rights and different areas in our country,moreover,based on open economic environment and the in-depth development of globalization,this article also studies the different influence paths of intellectual property rights to the TFP.Firstly this paper carried out an empirical study on the influence of intellectual property on total factor productivity.Based on 9 indicators of the number of copyright,trademark right pand patent right,using the factor analysis method to build a comprehensive intellectual property rights(IPR),the paper empirically analyzes the correlation of comprehensive index of intellectual property,in vention patent,utility model patents,exterior design patent,trademark and copy right with the total factor productivity,moreover,dividing the sample into eastern,central and western area according to the geographical distribution,the paper also examines the differences of regional effect.The results show that:(1)There is a significant U-shaped influence relationship between intellectual propert y rights(IPR),patent,trademark and copyright intellectual property rights with total factor productivity,but the decline process is short.In other words,with the development of intellectual property rights(IPR)and other intellectual property rights,total factor productivity will also be improved correspondingly;(2)Different intellectual property rights have different effects on TFP.In the rising stage,invention patents have the strongest promoting effect on TFP,while design patents are the weakest;(3)Samples of the empirical results show that intellectual property rights(IPR)in the eastern region after the first brief drop rising type "U" effect,and promote gradually strengthened,in the central area to the total factor productivity is a negative linear inhibition effect,in the western region to the total factor productivity for positive linear.On the basis of literature summarization,this paper then constructed interactive terms and conducted empirical tests on the seven influence paths of FDI,OFDI,R&D input,export,import,absorption capacity and intellectual property protectionrespectively.The results show that:(1)Foreign direct investment,absorptive capacity and intellectual property rights protection can significantly strengthen the U-shaped relationship between intellectual property rights and total fact or productivity,making the trend of increase and decline of total factor productivity more obvious;(2)Ofdi can significantly weaken the "U-shaped" influence relationship between intellectual property rights and total factor productivity;(3)In import trade,export trade and R&D investment path,the nonlinear relationship between intellectual property and total factor productivity is not significantly affected.Finally,based on the empirical results,previous research experience and China’s actual situation,this paper proposes the following policy recommendations: Accelerate the innovation and development of intellectual property and optimize the structure of intellectual property;Develop an innovation-driven economy in different regions,and form a system of coordinated development between the eastern,central and western regions;Improve the level of human capital,and thoroughly implement the strategy of strengthening the country through human resources;Strengthen intellectual property protection and create a new high ground for intellectual property protection;We will create a fair and convenient investment environment and promote steady growth of foreign direct investment and we will encourage enterprises to invest in new and high technology industries and continue to optimize the structure of outbound investment.
