Study On The Optimization Of Rural Pension Security System In Taian City

The problem of aging population in China is becoming more and more serious,which brings great difficulties to the work of providing for the aged.At present,the work of providing for the aged in rural areas is relatively backward compared with that in cities due to the reasons of policies,economic conditions and geographical location.The system of providing for the aged is not perfect.Due to the changes of family structure and the improvement of economic level,a single mode of providing for the aged can no longer meet the growing needs of providing for the aged The old demand,socialized and diversified way of providing for the aged will become the inevitable trend of future development.To solve the problem of old-age security in rural areas is the only way to realize the revitalization of rural areas and build a well-off society in an all-round way.Therefore,it is of great significance to study the optimization of the old-age security system in rural areas.Taking Taian City as an example,based on Maslow’s demand level theory,welfare pluralism theory and public product supply theory,this paper uses the methods of investigation and research,comparative research,qualitative and quantitative analysis to analyze the development status of rural pension security system in Taian city.At present,the rural areas are still dominated by family pension.Although community pension and institutional pension have some achievements,there are still problems such as system defects,imperfect facilities,low service quality,slow socialization process and backward pension concept.Therefore,based on the successful experience of the construction of pension security system in Japan,Britain,Suzhou and Shanghai,combined with the local actual situation,this paper puts forward some countermeasures and suggestions for the optimization of the rural pension security system.Through the research,the following conclusions are obtained: first,the government should play a leading role,accelerate the formulation and implementation of laws and regulations and related policies,increase financial support,improve the operation mechanism,and strengthen the supervision and management of the elderlycare work.Second,the elderly care service has the dual characteristics of public welfare and market.Therefore,we should optimize the market environment,actively guide enterprises and social organizations to participate in the elderly care service,expand the service subject and content,and constantly expand the elderly care market to meet the needs of more elderly people.Third,perfect infrastructure and professional service personnel are the guarantee to improve the level and quality of elderly care services,so we should speed up the infrastructure construction and professional personnel team construction of elderly care institutions.Fourth,we must integrate science and technology into the construction of the old-age security system,and build an intelligent service platform based on the powerful role of "Internet plus" and artificial intelligence,so as to improve the management efficiency.Fifthly,socialized pension has become a trend of development.We should make great efforts to propagandize,change the villagers’ ideas and actively participate in the process of changing from family care to social pension service.
