| Luquan District of Shijiazhuang used to be an industrial zone famous for cement industry.With the adjustment of national industrial policies,Luquan District continued to promote the transformation and upgrading of industrial structure,eliminate backward production capacity,and through deep exploration of tourism resources,centering on the positioning of "1 + 3" industrial system,it has been successfully listed as the first batch of joint transformation pilot demonstration zone,innovative county(District)of Hebei Province,and brand building code of Hebei Province Fan district and Hebei intellectual property demonstration area,in the national development environment of capacity reduction and structural adjustment,the development of basic endowment insurance for urban employees in Luquan district is typical,which has a good reference for other similar areas.This paper uses Smith’s policy implementation process model as a public policy analysis tool,and studies the implementation of basic endowment insurance policy for urban employees in Luquan district from four aspects: policy and its supporting policies,policy implementation agencies,policy target groups and policy implementation links.Firstly,this paper classifies and expounds the relevant policies and concepts of the basic endowment insurance for urban employees in Luquan district.On the basis of summarizing the current situation of various types of employees in Luquan District,this paper selects typical problems restricting the implementation of the basic endowment insurance policies for urban employees in Luquan district for in-depth investigation and analysis.Through the investigation of the implementation of basic endowment insurance for urban employees in Luquan District,it is found that although Luquan district has made some achievements,there are still many deficiencies in management,which to some extent hinder the effectiveness of the policy and need to be improved.In the implementation of basic endowment insurance policies for urban employees in Luquan District,there are mainly problems in policy design,such as poor policy connection and too complex setting;low coordination efficiency of departments at the level of implementing departments,and poor policy publicity effect;inadequateunderstanding of policies at the level of target groups,non recognition of policies,and insufficient and missed payment of insurance;low operating efficiency and social recognition in the implementation of environmental aspects A series of problems.The typical constraints of these problems are that the policy needs to be refined,the main role of policy executors needs to be further stimulated,the policy target groups have different understanding of the policy,and lack of good policy implementation links.Therefore,this paper puts forward appropriate suggestions from four angles of Smith’s policy implementation process model,and tries to resolve the constraints of the above policy implementation,mainly including the following contents: first,improve the basic endowment insurance measures for urban employees,including timely policy interpretation and establishment of an effective information disclosure mechanism;second,enhance the construction of the government’s implementation capacity,and ensure the smooth implementation of the policy The third is to improve the insurance initiative of the people covered by the policy,lay a good foundation for the effective and efficient implementation of the policy,including enhancing the market competitiveness of flexible employees,reasonably setting the base and proportion of payment,and improving the market competitiveness of flexible employees The fourth is to build a good environment for policy implementation. |
