The Smith model is a representative and widely used model for Policy implementation. For the Smith model, Idealized policy、actuators、target group and environment are four main factors which impact Policy implementation. Meanwhile, the feedback between makers and practitioners of Policy can support or hinder the policy. we used the Smith model analyses the problem during the Policy implementation of Hunan province old age social insurance for urban and rural residents, from Idealized policy、actuators、target group and environment.Hunan province old age social insurance for urban and rural residents policy includes new old age social insurance for rural residents policy of 2009 and new old age social insurance for urban residents policy of 2011.Covers two system of the target group for rural residents and urban residents, implementation frameworks, pay cost standard is the same, same treatment level, actuators are the same. Hunan province old age social insurance for urban and rural residents policy implementation is as a whole an important link of the construction of urban and rural social security system, to improvethe level of residents’ old-age security balance urban and rural development, promote the equal basic public services, safeguard social stability is of great significance. But as a result of urban and rural dual structure of the long-standing, the restriction of traditional endowment ideas, combined with urban and rural residents of social endowment insurance policy implementation time is not long, there are many difficulties and problems in the implementation process. This research uses the Smith model to analyze the urban and rural residents of Hunan province social endowment insurance policy execution. Through the survey and research findings, Hunan urban and rural social endowment insurance policy insured residents execution and payment incentives appear limited, lack of basic pension adjustment mechanism, the lack of ability to manage the business managers, and government subsidies difficult to balance fairness and efficiency bias, the main reason for these problems is the completeness of policy design, rationality and lack of feasibility, the main responsibility for the implementation of the missing and behavior anomie, blocking policy environment constraints and target groups, resulting in Hunan Province, urban and rural social endowment insurance policy execution not achieve the desired effect. In this paper, from a policy whereby the body, environmental factors, and the implementation of the main target groups of four dimensions make suggestions to improve urban and rural social endowment insurance policies in Hunan residents performed. First, consider the policy itself, toexpand financing channels, improve the financing of measures to improve the fund management system, establish a pension adjustment mechanism; Second, consider the dimensions of execution from the body, to improve the supervision and incentives, strengthen grassroots platform construction, the introduction of public service organizations; again from the dimension of the policy environment to optimize consider the need to improve the legal environment of urban and rural social old-age security system, rural development and rural economic and social environment; Finally, based on the dimensions of the target group to consider, both to increase the policy advocacy efforts to enhance public recognition system sense, but also to promote the new pension culture, to raise public awareness of risk protection.in order to provide the impetus for the development of basic pension insurance system in Hunan residents and a place in Hunan to improve the national feelings of social endowment insurance system provide experience.
