| In recent years,with the development of information technology,the process of reform and application of mobile communication technology is accelerating,the period of technology development of each generation is also shortening,the popularization and rapid change of mobile communication technology has become an irresistable trend.At the same time,the influx of private capital,the acceleration of three networks integration,the competition of 5G network,the development of whole business operation,the popularization of mobile Internet and other series changes have also had an important impact on the mobile communication industry,and communication operators are facing more fierce competition and challenges.Since the three big carriers into the4 G era,although the business of China mobile Tietong has developed rapidly in recent years,but the Tietong industry is faced with profound changes in recent years,especially in terms of organizational structure adjustment and core competence cultivation,the performance is relatively lag,leading to excess institutions level,low decision-making efficiency,high management cost,poor ability to respond to market changes etc.a series of problems,and leading to the bad core competence.Therefore,how to optimize the organizational structure system of China mobile Tietong and enhance company’s core capabilities,has become a major problem to be solved urgently.For the concept,evaluation,adjustment and change of enterprise organization structure,domestic and foreign scholars have conducted a thoroughly research.Studies at home and abroad show that the management practice of enterprises has gradually begun to pay attention to core competence.Scholars agree that,In case of the marketing strategy can bring enterprises short-term competitive advantage,in order to maintain long-term competitive advantage,enterprises must establish organizational structure conducive to improving core competence and form their own heterogeneity.There are a lot of existing literatures related to the evaluation and optimization of organizational structure,but few linking the evaluation and optimization of organizational structure with core competence,which is also the blank of current research and the research significance of this paper.Based on the perspective of core competence,this paper researches systematically the evaluation and optimization question of organization structure for China mobile Tietong,it has important theoretical significance and practical significance for riching the literature on organizational structure evaluation,broadening the scope of application of organization structure theory,helping decision makers correctly identify the status of organizational structure,taking the pulse for the operation and management of enterprise.Starting from the related concepts of core competence and organizational structure evaluation,this paper firstly expounds the basic theory of reform of organizationalstructure,analyzes the mechanism of action of organizational structure on core competence;secondly,summarizes the current situation,evolution and enlightenment of organizational structure and core competence of telecommunication operators at home and abroad.Then according to the mechanism of action of organizational structure on core competence,constructs the evaluation index system of enterprise organization structure guided by core competence.Fourthly,introducing the analytic hierarchy process and fuzzy mathematics principle,establishes the comprehensive evaluation model of organizational structure.Fifthly,using the method of fuzzy comprehensive evaluation,evaluates the organizational structure of case enterprise.Sixth,based on the evaluation results of core competence,introduced the questionnaire method for empirical analysis,combined with in-depth interviews with the respondents of case enterprise,summarizes the deficiencies of China mobile Tietong organizational structure setting in core competence reflecting.Seventh,on this basis,from the perspective of improving the core ability,designs the idea and specific scheme of organizational structure optimization of China mobile Tietong,and points out the key problems to be solved in the process of organizational structure optimization.Finally,from the three aspects of innovating the management concept adapting to the new organizational structure,perfecting the management system matching with organizational change,ensuring the resources of organizational reform,puts forward the implementation guarantee measures of enterprise organizational structure optimization plan guided by core competence. |
