As China's economy has turned from the stage with high-speed development into the New Normal with middle-and high-speed development,the state-owned enterprises responsible for country's main task of economic development have entered into the critical period of deepening reform.Many factors promote the enterprises to adjust their strategic layout and change their original business model and development direction,including cutting excessive industrial capacity,competition,reorganization,and the continuously changing internal and external environment.In the context of this kind of subversive adjustment,the traditional human resource management model has been unable to meet the needs of the development of the times and enterprises.It has become an important development strategy for enterprises to upgrade human resources management to a new level of enterprise development strategy.As the first step of the strategic human resource management process,the scientific development of human resource planning will undoubtedly play a decisive role in the process of the enterprises' development.The research object in this paper is Y Group.In order to cater for the Group's development,improve the efficiency of urban management,and provide powerful services and supports for setting up the industry standards in “the best capital city”,enterprises' human resource work needs to gravitate towards the modern human resources management.Y Group has low degree of integration between the current human resources situation with the enterprises' development goals,and deficiencies in basic human resource work and human resource mechanism.Therefore,it is in an urgent need to design a clear and scientific human resources planning adapting to the era development.On the basis of description of merger and consolidation,human resources management and the related theoretical researches,this paper makes a specific analysis of Y Group's human resources status and then finds out problems and deficiencies of Y Group's human resources management.Finally,this paper makes a targeted planning for Y Group's human resources management,puts forward improvement suggestions in the staff education and training,salary incentive,career development and so on,and offers advice and suggestions for Y Group's human resources planning work after reorganization.This paper research has a certain practical significance.
