As a civic project,shantytown transformation has played an important role in solving housing problems for low-income families,improving living condition,and increasing urbanization level.Meanwhile,the process of shantytown transformation has caused problems including demolition and resettlement,property management,property rights distribution.The 19 th national congress of the communist party of China has propose measures for modernizing China's governance system and capacity.Both the central and local government are actively seeking new ways to increase public participation in the decision-making process.A scientific and democratic process is for the successful implentation of shantytown transformation.This paper investigates the shantytown transformation in Lanzhou region,we use Fuzzy comprehensive evaluation method and other methods,public management knowledge to study the public participation in the process of shantytown transformation.First,we modify the selected evaluation indexes for public participation through field expert evaluation,combined with the actual development in Lanzhou shantytown region.second,we use the analytic hierarchy process(AHP)to determine the weight of the index system,combine with expert scoring to quantify the evalvation index.Third,we use fuzzy comprehensive evaluation method,Through the analysis of the evaluation,the effectiveness of public participation in the shantytown transformationin Lanzhou city is at the "general" leve.Last but not least,we will suggest effective measures for better implementing shantytown transformation,thus promoting the modernization of local government's system and its capacity for governance.
