Since the reform and opening up,China's economic and social development is rapid,but the development of agriculture has always been in a lag stage.Therefore,the premise of social stability and sustainable development is to solve the three rural issues.As a large agricultural country,the continuous development and change of land policy in China has greatly mobilized the enthusiasm of farmers and promoted the development of agriculture.However,with the promotion of new rural construction and the construction of a harmonious society,the income of farmers is difficult to increase,and the development of agriculture is slow."Three rural" issues have also attracted the attention of the whole society.The decentralization of land contract conflicts with the centralized,large-scale and mechanized management required by China's current agricultural development,which is mainly reflected in the poor status of land contract management,unstable external environment,insufficient understanding of land security,and many difficulties in land circulation.It is necessary to further increase the reform of land system,standardize the land circulation,and implement centralized management of land,aiming to improve the utilization rate of rural land in China,which is an important measure to promote the agricultural development and effectively solve the three rural issues.On the rural land issue in Emeishan City,Sichuan Province,although the forms and ways of land transfer are diverse,there are still many problems in the process of land transfer: first,the land transfer contract is not perfect;second,the legal terms of land transfer are not interpreted in place;third,the propaganda work of village cadres at all levels is not actually implemented;fourth,it is difficult to obtain information;fifth,land disputes and other issues.Constantly.In order to actively promote the process of rural land transfer in this city,it is not only necessary to improve the income and living standards of farmers in China,but also to improve the rural labor transfer system.Governments at all levels should do real-time supervision and policy implementation,actively establish and improve intermediary organizations and rural land transfer related price evaluation mechanism,but also need to strengthen rural agricultural infrastructure construction,and smoothly promote the rational transfer of land.In this paper,the theory and practice are combined for research,questionnaire and interview are used for research,qualitative and quantitative research methods are used,and land related theories are introduced.Five towns in Emeishan City are selected for the survey area,with a total of 270 farmers.The current situation of land contract management,external environment of land transfer,land security awareness and land transfer are analyzed and discussed.Present problems and analyze the causes.At the same time,according to the research results,from the individual and family characteristics,external environment and land resources and other aspects to explore the impact of rural land circulation,and based on this result put forward reasonable policy recommendations.
