Research On The Cross-border Logistics Cooperation Between China And Laos

In recent years,under the background of the China-ASEAN Free Trade Area and the cooperation mechanism between the Lancang-Mekong countries,the trade and logistics cooperation between China and Laos has continued to expand and deepen.In2019,China and Laos signed the "Action Plan for Building a Community of Destiny in China and Laos",which clearly proposed to further promote the development of China's "Belt and Road" initiative and the integration of "landlocked country into a landlocked country" strategy of Laos.Especially enhancing the cooperation of infrastructure and logistics.Cross-border logistics is the foundation and guarantee of cross-border trade.Logistics performance in Laos has been greatly improved in recent years,but there are still great differences compared with China.Therefore,it is difficult for China and Laos to enhance cross-border logistics cooperation.Its relatively lagging logistics performance level has also become an important factor restricting the development of bilateral trade between China and Laos.Therefore,how to reduce the difference in logistics performance between China and Laos and realize the efficient docking of cross-border logistics cooperation between the two countries is the top priority for the development of cross-border logistics cooperation between the two countries and the stable,sustainable development of bilateral trade.The Logistics Performance Index(LPI)issued by the World Bank can measure the comprehensive level of a country 's logistics performance.LPI mainly includes six sub-elements: customs efficiency,infrastructure,convenience of international transportation,logistics quality and service capabilities,cargo traceability and Timeliness.Based on the perspective of the Logistics Performance Index(LPI),this paper first conducts a preliminary analysis of the general status of cross-border logistics cooperation between China and Laos,mainly including factors that affect the cross-border logistics cooperation between China and Laos such as Infrastructure,cross-border logistics companies,etc.,as well as the needs of cross-border logistics cooperation between China and Laos,including the integration of the twocountries 'national development strategies and changes in the economic structure of the two countries.Finally,the scores of the six sub-elements of China and Laos logistics performance index from 2007 to 2018 are selected,and the LPI of the ten ASEAN countries are worth dividing into reference values to compare and analyze the logistics performance levels of China and Laos.It turns out the difference of their logistics performance is large,and it is difficult to improve in the short term,which makes it difficult for both sides to cooperate in the cross-border logistics effectively.The paper mainly analyzes the development status of cross-border logistics cooperation between China and Laos through the above three aspects.After a comparative analysis of the logistics performance levels of China and Laos,it is further based on the score data of the six sub-elements of LPI between China and the ten ASEAN countries in 2010 and 2018.It should be noted that the data of the ten ASEAN countries rather than one country of Laos are selected here.On the one hand,because Laos is the member of the ten ASEAN countries,on the other hand,it is convenient for China and Laos to have a reference for the comparison of logistics performance levels,and it also lays the foundation for the analysis of multiple variables using the corresponding analysis method.Afterwards,the correspondence analysis method was used to conduct an in-depth analysis of the development of cross-border logistics cooperation between China and Laos in recent years,as well as the advantages and disadvantages of cross-border logistics cooperation between the two countries.It is concluded that the cross-border logistics cooperation between China and Laos has been deeper and more effective than other ASEAN countries in recent years;the level of cross-border logistics cooperation between the two countries has been improved to a certain extent,but it is still low;Logistics cooperation has achieved remarkable results especially in logistics infrastructure,but the convenience of international transportation,timeliness and customs efficiency are the common shortcomings of the current cross-border logistics cooperation between the two sides,and the common shortcomings are also the areas where the difference in the logistics performance levels of the two sides will be narrowed and the cross-border logistics cooperation needs to be improved.Finally,based on the current situation of cross-border logistics cooperation between China and Laos and the conclusion that using the six sub-elements of the Logistics Performance Index(LPI),and the corresponding analysis method,the factors restricting the improvement of the level of cross-border logistics cooperation between China and Laos are put forward.And proposing countermeasures and suggestions on how to reduce the difference in logistics performance between the two countries and improve the level of cross-border logistics cooperation.The countermeasures and suggestions mainly include the joint construction of regional logistics networks and modern logistics enterprises,the joint construction of logistics information systems and logistics intelligence systems,the enhancement of the convenience of China-Laos cross-border logistics clearance,and the need for targeted cross-border logistics cooperation between the two countries.These suggestions will have a positive effect on narrowing the difference in logistics performance between China and Laos and improving the level of China-Laos cross-border logistics cooperation.This also provides a reference for China and the countries along the Belt and Road that have great differences in logistics performance levels to better conduct cross-border logistics cooperation.
