In recent years,the international and domestic situation has undergone major changes.The e world economy is characterized by globalization,informationization and marketization.China's economy is shifting from high-speed growth to highquality development.The financial model has also changed.Domestic commercial Banks have changed from the original pursuit of scale and quantity growth to the pursuit of value and comprehensive benefits.Reform and transformation have become the trend.Rural commercial bank is the main force of rural finance serving "agriculture,rural areas and farmers" and "small and micro".Born from rural credit cooperatives,it has a weak foundation and a low level of risk management.How to live better? Performance appraisal is the baton of work.In combination with its own reality,the balanced scorecard is introduced to improve the traditional performance appraisal system,so as to enhance the market competitiveness of rural commercial bank.This is a good way out.In view of the current business situation of S rural commercial bank under the new situation,which is difficult to increase deposits,loans and benefits,this paper applies the balanced scorecard theory to make an in-depth analysis.First introduced the domestic and foreign about the performance,the performance of commercial bank,and the research status of the balanced scorecard,this paper expounds the theory of performance management,mainly resolve the performance evaluation and the meaning,function and basic characteristics of the balanced scorecard,emphasized the basic characteristics of the balanced scorecard is closely connected with the strategic goals,it is through the financial,customer,internal business processes and learning and growth four dimensions to strategic goals through performance indicators decompose step by step implementation to each employee to complete performance management methods.Second development and performance in review S agri-businesses bank reform,on the basis of analyzing the current performance appraisal on business process indicators ignore non-financial indicators,on short term business goals focuses on long-term development,the internal evaluation ignore focuses on external influencing factors and the profitability of neglecting the risk management of deficiencies,such as that the introduction of the balanced scorecard in S agri-businesses bank is completely necessary,focus on the performance evaluation system design based on the balanced scorecard.To highlight and emphasize the importance of risk management in commercial Banks development,puts forward the strategic orientation of performance evaluation indicators from financial,customer,internal business process,learning and growing decomposition in five dimensions,and risk management point of view,and by using expert scoring method and interview method to various dimensions of indicators were discussed,and selection and give the corresponding weights,and dynamic adjustment and scoring method to determine standard of in also are discussed in this paper,and the balanced scorecard performance evaluation scheme of the implementation of the safeguard measures are put forward: top management leadership and all staff to actively participate in;Carry out comprehensive system supporting construction;Build a strong system of information;Build an advanced management accounting platform;Establish performance verification and feedback mechanism.Finally,the conclusion is drawn that by introducing a balanced scorecard and designing a five-dimension assessment index system to optimize performance assessment,S rural commercial bank will gradually get rid of its current operational difficulties,improve its management level and enhance its market competitiveness.Prospect: combining with the actual situation,in-depth research and continuous optimization will not only benefit the sustainable development of rural commercial bank of S,but also provide some references for performance reform and operation management of other rural commercial Banks.
