In recen t years,with the further improvement and development of the market economy system and the deepening of the financial system reform,the competiti ve atmosphere of China's rural commercial Banks has become increasingly tense.Not only traditional large commercial Banks joined the competition,some new rural financial institutions,joint-stock comm ercial Banks have formed a certain impact.Although the developmen t level of rural commercial bank of China has been in the process of continuous improvement,but the internal management structure and governance is not very perfect,the un balanced development of both sides gradually exposed.In the process of its development,QRCB keeps expanding its operation scale.In the process of its rapid business development,the defects in Its system,such as imperfact mechanism,unprominent focus and insufficient incentives,are ignored.Especially in the aspect of performance appraisal,it fails to fully stimulate the operation vitality and employee potential.The bank has a high degrce of esployee turnover,and the work enthusiasm declines year by year,which has greatly affected the pace of the bank's transformation and development.At present,how to improve the performance evaluation and strategic management level,as well as balance between the relationship between customers and the bank has become an urgent problem for the bank to solve.Only by improving the bank's operating performance appraisal mechanism and improving the staff's work enthusiasm and initiative,can the sustainable and healthy development of the bank be promoted;otherwise,the development will be hindered.This paper takes the performance app.raisal of Q rural commercial bank on its sub-branch as a case study.First,summarizes the domestic and foreign research related to performance appraisal scheme,using questionnaire survey and empirical approach and so on a variety of ways,for the bank's overall performance appraisal content carries on the an alysis and accurate positioning the problems existing in the current plan,the index set is scientific,index weight distribution imbalance,lack of full dimension inspection instruction;The assessment process is not standard,and the communication and feedback are insufficient.Assessment results are not applied in place,the incentive mechanism is not sound.In view of the above problems,the balanced scorecard method is introduced on the basis of retaining the original performance appraisal method,so as to put forward the optimization design of performance appraisal based on the balanced scorecard method.Secondly,the second and third assessment indicators of KPI are selected by comparison and induction,and the analytic hierarchy process is adopted to redistribute the weight based on the indicators at each level.After that,the paper elaborated the concrete implementation steps and principles,based on the communication,system and human resources and other aspects of the specific assessment program adjustment Suggestions,in order to improve and improve the existing rural commercial bank performance management system.
