With the concept of the four-chain integration as the principle of comprehensive reform and innovation pilot area gradually spreading all over the country,and on the basis of in-depth research on collaborative innovation,how to use policy guidance to improve regional innovation performance has become a key problem to be solved.Furthermore,how to implement the four-chain integration which contains innovation chain,industry chain,capital chain and policy chain has become an important issue to promote the performce of comprehensive innovation reform and collaborative innovation of industry,universities and research institutes.In order to explore the impact of the four-chain integration on regional innovation performance,this paper uses grounded theory,grey correlation analysis,regression analysis and other tools to study the concept,mechanism,causes,dimension of the four-chain integration and the impact on regional innovation performance.And it's also in order to provide reference for the government to scientifically formulate relevant policies of regional innovation system.This paper defines the four-chain integration,and holds that it's the process of coordinated development which is on the basis of resource integration and resource allocation,and which is trying to deploy innovation chain around industrial chain,to improve capital chain around innovation chain,and to coordinate policy chain around these three chains.At the same time,this paper argues that the efficiency and effect of a series of activities,such as knowledge flowing,technology sharing,talent exchanging,resource allocating and cooperation network,are the direct reflection of regional innovation performance.Based on the results of selective coding in the grounded theory,this paper constructs the mechanism of the four-chain integration and its impact on regional innovation performance.And it proposes a hypothetical model of the impact of proxy variables such as policy equilibrium,industry-innovation coupling,innovation-capital coupling on regional innovation performance.In this paper,the sample values of proxy variables and dependent variables are calculated by means of computer text discrimination,grey correlation degree and entropy evaluation method,and the hypothesis model is verified by regression analysis.The results show that the policy equilibrium,the industry-innovation coupling,the innovation-capital coupling in the process of the four-chain integration have a positive impact on regional innovation performance,and the latter two have a positive moderating effect on the impact of the policy equilibrium on regional innovation performance respectively.On the basis of the hypothesis and verification procedure.,this paper uses the designed effect model to make an empirical analysis of the typical Chinese economic development regions,such as the Beijing-Tianjin-Hebei Reform Test Area and the Yangtze River Economic Belt.It makes a comparative analysis of the current policy equilibrium and chains coupling degree in the above areas,and puts forward specific reform proposals.This paper has the following innovations: First,it puts forward the mechanism of the four-chain integration and explores the influencing factors of regional innovation performance.The second is to construct the measurement models for the ‘three arounds'.
