Research On Food Production Security Under The Background Of Agricultural Supply-side Structural Reform

Food security concerns the national economy and the people’s livelihood,and ensuring food security is essential.The grain security includes the grain production security,the grain circulation security,the grain consumption security,the grain reserve security.The circulation,consumption and reserve of food are based on food production,so the safety of food production should be guaranteed first to ensure food security.China’s agricultural development has entered a new stage,the main contradiction of agriculture from the total shortage to structural contradiction.The safety of grain production should also change from quantity safety to quantity,structure and quality safety.The main contradiction of food production security is the structural contradiction between food supply and demand,mainly on the supply side,and the solution of the contradiction of food production security needs to push forward the agricultural supply-side structural reform.To promote agricultural supply-side structural reform and ensure the security of grain production,we should first change the concept of grain production security.Food production safety is not only the traditional concept of rations production safety,but also takes into account the production safety of rations substitutes such as meat,egg,milk and vegetables.Food production security should pay more attention to the ability of food supply security.We should protect both production capacity and resources and environment.Secondly,it is necessary to adjust the structure of grain production,on the basis of ensuring the supply of grain and taking market demand as the guide,to adjust the structure of regions and varieties,relying on scientific and technological innovation to promote grain production from quantity-based to both quantity and quality,we will raise the level of security in grain production.Under the background of agricultural supply-side structural reform,the principal contradiction of agriculture in China has been changed,the research on food production security should focus on the macro-security of the whole country,as well as the micro-security of the family and the individual,pay attention to the domestic grain market as well as the international grain market,to make effective use of the two domestic and international markets,grasp the current situation of grain production,the characteristics and changes of grain production,and answer the question of food production security based on the reality of grain production.The thesis consists of six chapters,including the introduction,which is based on the logic of "putting forward problems,analyzing problems and solving problems".The first chapter is the introduction,which mainly expounds the background and significance of the research,the literature review,the basic ideas and methods,and the innovation of the research.The second chapter is about the theoretical logic.First,it answers the theoretical basis of food production security from the perspective of political economy,and secondly,it introduces the necessity of agricultural supply-side structural reform through contradictory movement changes.The third chapter is the present situation and problems of grain production security,according to the idea of "food production quantity safety-food production structure-food production quality safety ".The forth chapter is the empirical analysis,factor analysis method was used to analyze the influencing factors of grain production safety.The fifth chapter is the experience of food production security in foreign countries,which mainly introduces the food production security policy implemented by Israel,Japan and the United States.The sixth chapter is the policy suggestion,which puts forward the policy suggestions to ensure the food production security in our country from four aspects:establishing the safety concept of grain production,improving grain production capacity,optimizing the production structure and improving the quality of agricultural products.
