| With the deepening of the reform of the land use system and promulgation and implementation of the new Land Administration Law of the People's Republic of China, the land administration work is becoming more and more important, and the standard price of land is the foundation of the land administration. In recent years, some problems have appeared such as changes in the land market, achievements of original standard land use price being out of date, which cause difficulties for reflecting present land market prices timely and precisely. In order to make the standard land price reflect the objective fact of the real estate market and enable the standard price to develop with the actual situation, when a significant change occurs in the land market or in the factors affecting the standard price, it is necessary to reevaluate the standard land price and update the achievements of the standard land price in time to establish a friendly interface, reasonable, scientific and easy-checking evaluation system and information system of standard price of land, which is the fundamental mission and vital guarantee of the real estate market.Assisted with GIS, based on the specific data of the updated research on Baotou City's land grading system and standard land price in 2007, combined with the"Urban Land Ranking Regulation"and Urban Land Appraisal Normal promulgated by the Ministry of National Land Resources, this paper defines in detail the technical means and operation procedures and methods of Baotou urban land grading system and the standard land price of evaluation. This research helps to establish two land price models for Baotou, namely, land price scoring model and land price grading model. Thus, a new standard land price updating system is established.Land grading part: based on the requirements of the"Urban Land Grading Regulations", grading system adopts the general GIS software, called Urban Land Grading Software of the People's Republic of China. It divides the type of land grading into four major modules: land synthetical grade method, commercial land using grade, dwelling using grade and industry using grade. Respectively, they collected some data reflecting the land factors such as commercial prosperous level, traffic, basic facilities, environment, population and town planning and put them into record and vector. After the procedure of the data analysis, selection, classification, and comparison, the weights of grading factors measurement, land grading unit determination, value calculation of grading factors, the land is classified preliminarily. Then, model method and market price method are adopted to verify and modify, with many soliciting opinions and on-the-spot investigation, and determine the land grade. Combined with the reality of Baotou, it divides the land of Baotou into 14 grades according to its three uses. The most important characteristic is this land grading and categorizing on whole cover. With the GIS technology and the adoption of Urban Land Grading Software to grade land, the operating land grading system is provided for updating the standard land price in the future.Updating the standard land price: The price is updated by conducting market research and collecting such data as concerning the house renting, house transaction, house sales and land evaluation. Other data include the measurement and the calculation of the cost collected from the new construction land at the local, provincial and the state level. 3326 samples are selected, in which 2949 are valid samples. These samples are equally distributed in the city and town, which can reflect the general present land price in Baotou. The abnormal samples without enough date have been wiped out by the variance check model after careful check, ordering, analysis, and systemization with relevant departments. On the basis of this, the method of profit, the method of market, the method of the remains, and the method of land price scoring– land price model and grade are used to calculate the standard price of the land use in Baotou in these three categories as business residence, and industry land use. And 6 distribution maps of standard land price samples of Baotou city are obtained. At the same time, in order to make the research result more applicable, revision factors table and index table of the standard price of Baotou land use are drafted, and the updating system of the standard land use is also established, and the connotation of benchmark land-price and its benchmark condition are confirmed to make the evaluating result of the standard land price more applicable. |
