Human resource is the most important foundation of modern enterprises, and incentive is the key to maintain and improve human capital.Enterprises can maintain the enthusiasm of employees through material and spiritual incentives, give full play to their innovation ability and creativity, effectively improve their work efficiency, and then promote the realization of the whole enterprise strategy. For a long time,as a kind of special enterprise under the economic system of our country, there are more serious problems in the staff motivation of state-owned enterprises, which are lack of vitality and motivation. The state-owned enterprises can only maintain the power of enterprise development through employee motivation, and they are in an invincible position in today's competitive domestic and foreign markets.Based on this, this paper selects H state-owned enterprises as the research object, studies the main problems existing in the employee incentive mechanism, and puts forward corresponding countermeasures and suggestions. The main contents of this paper are as follows.Based on the literature and theory of employee motivation at home and abroad, this paper summarizes the development process and current situation of H state-owned enterprises.According to the survey data of different levels of employees in H state-owned enterprises, the study found that the salary level of H state-owned enterprises is relatively high as a whole from the perspective of the health factors of employee motivation, and a relatively complete employee incentive policy and rules and regulations have been formulated. The relationship between employees is good, and efforts have been made to improve the working environment for all levels of employees. From the perspective of incentive factors, there are still a large number of employees who think that they have not been recognized by the leaders, that they have not got enough sense of achievement and challenge in their work, and that they have insufficient opportunities for promotion and growth.Furthermore, through the analysis of the incentive effect of H state-owned enterprises,it is found that the employees are less satisfied with the incentive and lack of work enthusiasm, especially the employees' creativity, and the efficiency and competitiveness of the enterprises are promoted slowly. In the health care factors, the main problems are the imbalance of wages, the interpersonal relationship between the upper and lower levels of employees is still not very harmonious, and the working environment is still poor.Among the incentive factors, there are some problems, such as the managers' low recognition of employees' work, the employees' weak sense of achievement, the enterprises' weak challenge to employees' work, the few training times, the slow growth, and the lack of reasonable promotion.Analysis of the main causes found that the main reasons lie in the imperfect incentive mechanism of employees, inadequate implementation of policies, weak corporate cultural atmosphere, inadequate environmental improvement, weak awareness of the managers of staff work recognition and challenging work, imperfect training system, unreasonable promotion mechanism, etc. Finally, the paper puts forward the path and suggestions for optimizing the incentive system of H state-owned enterprises: in terms of health factors,we should improve the interpersonal relationship of employees;improve the comfort of working environment, etc. In terms of incentive factors,it is necessary to strengthen employees' awareness of work recognition of subordinates and colleagues, enhance work challenges, make employees have a sense of achievement, regularly train, promote employees' growth, establish a reasonable promotion mechanism, etc.,so as to provide certain theoretical and practical reference for other similar enterprises' employee incentive.
