Research On Innovation And Development Of Agricultural Industrial Organization In Beijing-tianjin-hebei Region

Agriculture has always been the foundation of the development of the secondary and tertiary industries,is the focus of the first document of the Central Committee every year,and is also the foundation of the founding of the nation,and must be attached great importance to the important position of economic development.In 2014,General Secretary Xi put forward the Beijing-Tianjin-Hebei coordinated development strategy for the first time,and the three places responded positively to the national call the state to speed up the flow of elements and to dredge the functions of the capital,so that Tianjin and Hebei have more abundant resources,broader platforms and more rare opportunities.The coordinated development of Beijing,Tianjin and Hebei can not be separated from the promotion of agricultural industrialization,and the promotion of agricultural industrialization can not be separated from the innovation of agricultural industrial organization.Therefore,it is very important for promoting the development of agricultural industrialization and promoting the process of integration of Beijing,Tianjin and Hebei to make clear the current situation of the development of agricultural industrial organizations in Beijing,Tianjin and Hebei,find out the existing problems,and point out the path of innovative development of agricultural industrial organizations.At present,the academic research on Beijing-Tianjin-Hebei agriculture starts from the top level design,scientific and technological innovation,resource allocation and so on,and the research on the innovation and development of agricultural industrial organization is rare.Based on industrial organization theory,division of labor theory,transaction cost theory,incomplete contract theory and game theory,this thesis finds out the industrial structure,agricultural development,the main body of agricultural industrial organization and the mode of operation in Beijing,Tianjin and Hebei through consulting literature and collecting data.And use the game theory to analyze the game behavior between the company and the farmers,the company and the cooperative and the farmers,the leading enterprises and the government in the process of agricultural production and operation.Combined with the beneficial practices of the United States,Britain and Japan in the development of agricultural industrialization,the experience that can be used for reference in improving agricultural industrial organization in Beijing-Tianjin-Hebei region is obtained.Finally,according to the different characteristics of the development of Beijing-Tianjin-Hebei three places,the paper puts forward the policy suggestions for the innovation and development of agricultural industrial organization.Through the analysis of the development of agricultural industrial organization inBeijing-Tianjin-Hebei region,it is concluded that the problems existing in the development of agricultural industrial organization in Beijing-Tianjin-Hebei region are: the degree of integration of agricultural industry management is low,the level of agricultural science and technology input is not balanced,the management of cooperatives is not perfect,and the driving ability of leading enterprises is poor.And through the analysis of the game behavior among the main operators of various agricultural industrial organizations,the direction of innovation of agricultural industrial organizations is clarified.That is,the main operators of new agricultural industrial organizations should be based on the original operators,such as farmers,family farms,agricultural cooperatives and leading enterprises.It can not only combine one kind of the same kind of management subject,but also combine many kinds of different kinds of management subject to form a risk-sharing benefit association of agricultural industrialization,so as to achieve the goal of reducing transaction cost and increasing farmers' income.In addition,through the introduction of the United States,Britain and Japan in the development of agricultural industrialization,the improvement of agricultural industrial organization and the regulation of rural land management,it is concluded that the agricultural development of the three countries can be applied to the innovation of agricultural industrial organization in Beijing,Tianjin and Hebei.That is to build a complete legal system to protect the interests of farmers,establish a professional cooperative organization to promote large-scale production and management,choose a reasonable industrial model to promote agricultural production,and regulate the behavior of the government to improve the enthusiasm of farmers.Finally,it puts forward policy suggestions: deepening the reform of rural land property right system,perfecting the cooperative organization system of agricultural industrialization,improving the leading role of leading enterprises and strengthening the government's support in agricultural industry management.
