Recently,it is the fourth industrial revolution. Some developed countries such as the United States have implemented the re-industrialization strategy.A large number of foreign-funded enterprises have withdrawn from China. The United States, the European Union and other countries have repeatedly investigated high-tech products exported by China, and even imposed high tariffs, then trade frictions frequently occur.China has entered the new normal stage of economy, and the domestic industrial structure needs to be transformed and upgraded. So the development of high-tech industries has become the focus of China's economy. The scientific and technological revolution focuses on high-tech industries, and brings about the technologies such as big data, artificial intelligence, and cloud computing will reshape the traditional format and international pattern.Facing the internal and external troubles, whether China can seize the opportunity of reshuffling and realize the magnificent transformation from a manufacturer of quantity to one of quality, the key lies in grasping the barriers of high-tech industries and improving the export competitiveness of high-tech products,in order to get rid of the passive situation of being under the control of others. This paper mainly takes the basic situation of China's high-tech product export as the starting point, selects the comprehensive advantage theory as the theoretical basis, and constructs the evaluation system of China's high-tech product export competitiveness.Based on the statistical data from 2007 to 2016,the entropy weight TOPSIS method is used to calculate the trajectory of China's high-tech products export competitiveness, the competition index of various indicators, and the export competitiveness of state-owned and state-owned,private,and foreign-funded high-tech enterprises. Then select the high-tech industr:ies of the three developed countries(regions)South Korea,Israel and Taiwan as typical case studies, and summarize the experiences and lessons that China can learn from. Finally, based on the above analysis and research,it puts forward a series of countermeasures and suggestions for improving the export competitiveness of China's high-tech products:achieve smart production, improve production efficiency;optimize the structure of export products, creat independent brands;strengthen scientific and technological innovation, focus on talent cultivation;Strategic trade policy to promote diversified trade cooperation;extend foreign industrial chain, revitalize the vitality of private enterprises;accelerate the construction of high-tech industrial development zones and promote regional coordinated development.
