The rural three-capital management is an indispensable management link in China's agricultural development,which cannot be separated from rural production and life.The rural three-capital management is the management of rural collective funds,collective assets and collective resources.The report of 19 th National Congress of the Communist Party of China put forward the ‘rural revitalization strategy',that is,when the countryside prospers,the country prospers,when the countryside declines,the country declines,the task that the village has to undertake is very important and arduous.Moreover,the report points out that if China wants to build a well-off society in an all-round way and a prosperous and a strong and prosperous socialist country wants to be fully built up.The most extensive and profound foundation is in the countryside,and the greatest potential and staying power is also in the countryside.The implementation of the ‘rural revitalization strategy' is not only the basis for solving the principal social contradictions in the new era,but also the inevitable requirement for realizing the Chinese nation's revenge and the Chinese dream.It has both practical and historical significance.Therefore,to deal well with the rural three-capital management is the foundation to solve social contradictions and build a moderately prosperous society in all respects,and the premise to implement the ‘rural revitalization strategy'.This paper mainly selects T village of Yangling District as an example analyzes the problems existing in its rural three-capital management,looks for the causes of the problems,and puts forward the countermeasures to improve and perfect T village's rural three-capital management.This paper use literature research,filed investigation,questionnaire survey,experience summary method.Taking T village in Yangling district as an example,on the basis of clarifying the connotation of rural three-capital management and summarizing relevant theories,through questionnaire survey and conversation,this paper aims to get close to the farmers to further understand the most concerned issues in the rural three-capital management.By analyzing the advanced practices of rural three-capital management in J Village of Baoji city and X Village of Yangling,based on my practical experience in daily work and the investigation results,this paper analyzes the causes of problems existing in the combination of rural three-capital management and the implementation of rural revitalization strategy.According to the causes of the problems,the methods and approaches of strengthening the rural three-capital management in the countryside of T Village in Yangling,Shaanxi province are put forward from the aspects of system,management,supervision and accountability,developing economy and improving people's life.Through this study,the following conclusions are draws: one is to strictly regulate of the rural three-capital management,improve the financial management system,in the villages and towns finance by relying on,set up rural financial accounting center and rural financial audit seriously implement the "one village one a set of accounts" system,perfect the collective assets and collective resources registration work,reduce the loss of collective "three-capital" use system to control,constraints,the relevant personnel and their behavior;The second is to strengthen the construction of the management team of the "three assets".At the township level,it is necessary to enrich the working team of the grassroots financial institutions,and improve the hardware and software at the same time.In rural areas,it is necessary to improve the quality of rural financial personnel,conduct regular financial knowledge training for them,and improve their professional level by learning the latest "three assets" management knowledge.To raise the awareness of township and village cadres and the broad masses of peasants on the importance of the management of the "three assets";Third,strengthen the supervision of relevant staff,strengthen financial disclosure,increase the supervision of superior departments,internal village supervisory committee supervision and external villagers democratic supervision,to strengthen accountability and serious handling of violations;Fourth,social and economic development is synchronization.
