The deepening of the process of economic globalization has made the global value chain more influential to the economies,and industrial restructuring is an important form of achieving effective economic growth.With the deepening of the technological revolution,innovation plays an increasingly important role in the economic development,and there are differences in many aspects.At the same time,after the subprime mortgage crisis in 2008,developed countries proposed " Reindustrialization",and the manufacturing industry continued to be service-oriented.Manufacturing and service industries have become more prominent in the economy of a country.Therefore,based on the Pavitt industry classification to classify the manufacturing and service industries,studying the impact of global value chain division of labor on industrial structure adjustment will help China better grasp the opportunity of joining the global value chain,promote the innovation process,and promote the adjustment of the industrial structure.China and the EU have commonalities in many respects.The study of the role of the EU in joining the global value chain division of labor to adjust the industrial structure has certain reference significance for China's development.Therefore,this article focuses on the EU.Mainly based on the Pavitt industry classification method,the production activities in the EU manufacturing and service industries are divided into Science Based industries(SB),Specialized Suppliers industries(SS),Scale Intensive industries(SI)and Supplier Dominated industries(SD),exploring the role of global value chain division of labor in industrial structure adjustment.Firstly,this article reviews the literature studies related to global value chain and industrial structure,summarizes the related theories of global value chain measurement and industrial structure adjustment,and theoretically analyzes the mechanism of global value chain division of labor to promote industrial structure adjustment.Then,it summarizes the current status and characteristics of the EU in the global value chain division of labor and industrial structure,and finds that the proportion of industrial output value with high innovation relevance in the EU has increased in recent years,and its participation and status in the global value chain also have been improved,and have shown different characteristics in different industries and different regions.In addition,this paper uses data of 28 countries in the EU from 2005 to 2015,selects indicators such as advanced industrial structure and global value chain participation,and builds a measurement model of the role of global value chain division on industrial structure adjustment.An empirical test analysis was conducted,and the following three conclusions were mainly drawn:(1)The industrial structure adjustment process has inertial impact,the early industrial structure has a dynamic impact mechanism on the latter industrial structure;(2)From an overall perspective,the global value chain division of labor has a role in promoting the upgrading of industrial structure.With the deepening of global value chain participation,a country tends to develop more Science Based industries(SB)and Specialized Suppliers industries(SS);(3)In different regions and industries,the role of global value chain division in promoting the upgrading of industrial structure is different,and it has a stronger role in manufacturing and Central and Eastern Europe.Finally,it summarizes the conclusions of the impact of global value chain division of labor on industrial structure adjustment,and puts forward three enlightenments in light of China's current situation:(1)Grasp the “Belt and Road” economic exchanges and improve the status of the global value chain;(2)Improve the innovation capabilities of enterprises and promote the development of high-end industries;(3)Seize the opportunity of the new normal and promote the upgrading of the industrial structure.
