Becoming a world city: A policy approach for Calgary

Abstract/Summary:
This thesis maintains that to become a Gamma world city, Calgary needs to invest in transportation infrastructure, manage growth and make the city more of a people place. Policy options in these areas are discussed using James Lightbody's City Public Policy System, where public policies go through five stages: demand initiation, political supports, the conversion arena, results, and impacts and consequences.; While Lightbody's policy system presents an ideal sequence of events and political processes that can result in successful policy development and implementation, it was found that public policy evolvement may not always follow these stages. There can be overlap, linkages and times when one political process occurs out of sequence or when two stages occur simultaneously. Despite this, it is a valuable framework for understanding the policy process at the Canadian municipal level.
