Using interviews, field observations, and document research, the history and structure of the Union de Pescadores Artesanales Bocatorenos (UPESABO) are described. Drawing on those same sources, an institutional analysis was performed using Common Pool Resource (CPR) theory as an investigative framework. Four classes of CPR characteristics were identified and evaluated against theoretical conditions found in the literature. In addition, a sampling of members was surveyed regarding ethnic identity and relevant demographic attributes. Though the CPR evaluation indicates deficiencies in the cooperative's management strategies, the presence of key characteristics allows for potential improvements. The questionnaire results were analyzed for correlations between ethnicity and selected attributes. These results did not indicate any significant patterns, suggesting that differing social norms do not hinder participation in the coop. To improve management, the author suggests the organization increase its membership, improve fishery data, and implement specific conservation strategies. |
