Research On Problems And Countermeasures Of Intellectual Property Cluster Management In T City Of Jiangsu Province

With the in-depth development of science and technology,the special alloy material and product industrial base in T City,Jiangsu Province has embarked on a rapid rise with its own characteristics.Since many enterprises in the base are developed from family workshops,they are accustomed to imitating technology and products,and are not good at using patents,trademarks and other means to participate in competition,so that the economy is slowing down and overcapacity.Faced with the problems of irrational industrial structure,lack of core technology,and lack of attention to intellectual property management.The key to reversing this passive situation is to enhance the technological innovation capabilities of enterprises,form independent intellectual property rights,and take the road of product differentiation,high-end,and branding.The implementation of intellectual property cluster management can promote enterprises to master the intellectual property rules,enhance the internal motivation of independent innovation,and win the competitive advantage of intellectual property rights.Industrial transformation and upgrading must burst into high-end industries,relying on independent intellectual property rights and brand strategy to seize the demand for technology and market heights.This article starts from the practical experience of intellectual property cluster management in government departments of T city,and briefly describes the current status of intellectual property cluster management in T city.Based on the viewpoints of intellectual property advantage theory and the new public management theory on the positioning of government functions,explore the limited role of the intellectual property alliance in the management of intellectual property clusters of the T city government,insufficient guidance of intellectual property policies,and imperfect public service system 1.The unreasonable intellectual property overall layout and other issues,and analyze the reasons for these problems,such as the incompatibility of intellectual property cluster management policies with other policies,and the incompatibility of the overall intellectual property layout with the industrial chain.Finally,on the basis of drawing on domestic and foreign experience,put forward countermeasures and suggestions to improve the management of intellectual property clusters in T City.
