Study On Coordinated Development Of Iron And Steel Industry And Environmental Protection In Hebei Province

Since the 13 th Five-Year Plan(2016-2020),the five new concepts of "innovative,coordinated,green,open and shared development" have become important principles for China's economic and social development.As one of the five new concepts of development,coordination is an important aspect of coordinated development between economy and environment.Iron and steel industry in Hebei Province has always been a solid foundation to support China's economic and social development,but it has created a series of environmental pollution problems while creating huge economic benefits.Hebei Province attaches great importance to this problem.In order to reduce pollution and protect the environment,it constantly introduces policies such as reducing production capacity,stopping and limiting production,etc.If this goes on in the long run,it will inevitably cause a certain impact on the industrial economic development of Hebei Province,and then affect the steady improvement of China's overall economy.Based on the above,this paper makes an in-depth study of iron and steel industry and environmental protection in Hebei Province,trying to promote the development of iron and steel industry in Hebei Province and at the same time to give consideration to environmental protection,so as to achieve coordinated and orderly sustainable development of iron and steel industry and environmental protection.This paper carefully combed the domestic and foreign related literature about the iron and steel industry and environmental protection,on the basis of the theory of ecological economics,industrial ecology theory,the clean production theory and coupling coordination degree theory as the theoretical basis,by using the coupling coordination degree model to analyze the relations between the hebei iron and steel industry and environmental protection,build the evaluation index system,selection of22 effective index and the time series data from 2008 to 2019,a term used to describe the development of steel industry and environmental protection.Secondly,the range method is used to standardized data processing,and then the entropy value and weight are calculated to obtain the coupling degree and coupling coordination degree of iron and steel industry and environmental protection in Hebei Province,which are used as the basis to judge the phase of coupling coordination between the two.Finally,using the gray relational model is to find out the influence of hebei iron and steel industry and environmental protection coupling coordination degree of the key factors,and puts forward to set up reasonable industry development plan,improve the environmental protection laws and regulations,to speed up the transformation of the mode of economic growth,promote the green steel industry transformation and multiple subject extensive cooperation,a total of five countermeasures.Through this study,it is found that iron and steel industry and environmental protection in Hebei Province are basically extremely coupled from 2008 to 2019,and a benign coupling state appears in 2014,indicating that the degree of interaction between the two systems has been relatively high and the relationship is relatively close.Coupling coordination degree also experienced the development process from reluctant coordination to primary coordination to intermediate coordination and then to good coordination,indicating that the coordination relationship between the two is continuously optimized and gradually approaches to the orderly state.The grey relational degree is used to calculate 10 indicators which have great influence on the coordinated development of iron and steel industry and environmental protection in Hebei Province.In short,the coupling relationship between iron and steel industry and environmental protection in Hebei Province is getting stronger and stronger,and the degree of coordinated development is getting higher and higher.
