Research On The Classification Problems And Countermeasures Of Municipal Solid Waste In Haikou

With the rapid development of economy,the living standards of the residents in the Hainan island have been greatly improved,and the material consumption has been diversified.Haikou as an important centre of administration,culture and tourism in Hainan Province,with the influx of tourists from both inside and outside the island,the production of domestic waste is increasing year by year,and the challenge of garbage disposal is becoming more and more serious.It has become an urgent and inevitable trend to classify municipal solid waste,reduce the amount of waste disposal,realize reduction and resource utilization.However,the classification of municipal solid waste in Haikou City has just started,and the work of garbage classification is facing various problems.This paper takes the classification of municipal solid waste in Haikou City as the research object,objectively analyses the current situation and existing problems of the classification of municipal solid waste in Haikou City under the framework of the new public management theory and multi-center governance theory,and puts forward the countermeasures and suggestions for the classification of municipal solid waste in Haikou City based on the advanced classification experience of other countries.Firstly,the paper defines the concepts of municipal solid waste and waste classification,and expounds the application of new public management theory and Multi-center Management Theory in municipal solid waste classification.Secondly,it objectively analyzed the unscientific policy decomposition and garbage sorting in Haikou city from the aspects of the sorting process of garbage,the amount of domestic garbage cleared and transported,the composition,the collection and transportation facilities and the terminal treatment facilities,as well as the public’s awareness of garbage sorting,behavior habits and opinions and acceptance of urban garbage sorting through questionnaires.The imperfect transportation system,the lack of motivation for the public to classify municipal solid waste and the ineffective role of market regulation mechanism are the main problems.Finally,based on the advanced classification experience of other developed countries,combined with the new public management theory and multi-center governance theory,from the perspective of the government,the public and the market,the paper puts forward countermeasures and suggestions:First,Haikou City should fully integrate the actual scientific and rational decomposition of policy implementation steps,strengthen coordination and cooperation among government levels,improve the construction of classification collection,transportation and disposal system,and establish a system-wide regulatory mechanism.Second,we should strengthen social propaganda,improve public awareness of waste reduction and classification ability,and establish multi-level incentive and restraint mechanism,using positive incentive and reverse restraint means to improve public awareness.Thirdly,we should constantly establish and improve the mechanism of return on investment and the system of recycling domestic waste,so as to give full play to the regulatory role of market players,realize the transformation of government functions,become the "steering man",introduce market mechanism and promote public participation to achieve the goal of multi-center governance.
