A Study On The Photovoltaic Of Poverty Alleviation Work In The County

Poverty is the difficulty of China from ancient to present,the Chinese communist party has been relentlessly fighting with poverty.With the continuous development of poverty alleviation in China,the society has put forward higher requirements for poverty alleviation.In 2015,the poverty alleviation office of the state council identified Photovoltaic poverty alleviation as one of the "ten targeted poverty alleviation projects".Photovoltaic poverty alleviation has been recognized by more and more people for its advantages of combining poverty alleviation,energy conservation,emission reduction and new energy utilization.As a precision poverty alleviation method,Photovoltaic poverty alleviation with the characteristics of industrialization and efficient way of poverty alleviation,become an important guarantee for the fight against poverty and the implementation of the rural revitalization strategy in the new era.This paper analyzes the mode and situation of solar poverty alleviation in Yangxin county,describes the implementation of poverty alleviation policy of Photovoltaic.Based on the theoretical system of multiple interest subjects and the case analysis,this paper finds out the problems exposed in the process of policy implementation,makes up for the deficiencies of county Photovoltaic poverty alleviation,and finds a bright road suitable for poverty alleviation in Yangxin county.Research results:In the poor counties,government’s policy bias towards poverty alleviation is objective.With the support of different stakeholders,Photovoltaic policy has been implemented smoothly.At present,Yangxin mainly adopts the Photovoltaic poverty alleviation mode of village-level poverty alleviation power station,and uses county-level poverty alleviation special fund to finance the power station.With the support of national policies,the county-government hopes to accomplish the task of targeted poverty alleviation through Photovoltaic poverty alleviation,so it have been able to develop rapidly in Yangxin.On the whole,the form and financing mode of Photovoltaic poverty alleviation in Yangxin county accord with the actual situation and development characteristics of this county.Of course,there are many problems in practical work.Photovoltaic poverty alleviation is highly dependent on national policies,the rights and responsibilities of various departments are not clear,the imperfect supervision and incentive system also make the Photovoltaic project lack of flexible management means.In this regard,this study provides specific suggestions on improving county-Photovoltaic poverty alleviation from the aspects of improving photovoltaic policies,clarifying the division of powers and responsibilities and improving the management system.
