Research On Spatial Distribution Characteristics And Allocation Optimization Countermeasures Of Public Cultural Facilities In Jinan City

As the material carrier of providing cultural services,public cultural facilities are the important foundation for improving the public cultural service system.Its spatial distribution and configuration performance can reflect the level of a city’s cultural construction.Paper takes Jinan City as an example,craws 290 POI points of public cultural facilities through Gaode map,and establise the public cultural facilities database.The distribution characteristics are analyzed by Arc GIS;Through investigation and questionnaire survey,and AHP to build the evaluation system of public cultural facilities allocation,summarizes the problems and puts forward the Optimization Countermeasures of facility configuration.Firstly,the paper classifies 290 public cultural facilities in the main urban area of Jinan in2019 according to the level and function.Because the number of provincial facilities is small,it can be divided into two categories: provincial and municipal public cultural facilities and district public cultural facilities.In terms of function,it can be divided into three categories: book reading,cultural display and cultural activities.The results show that the public cultural facilities in the main urban area of Jinan have obvious spatial agglomeration,and form a high-density area between Daming Lake and Jingshi Road;The distribution of public cultural facilities in Lixia District is the largest and the most concentrated,and Licheng District is the last.Secondly,the paper constructs a evaluation system from three aspects of facility allocation standard,facility spatial distribution and residents’ satisfaction,and uses AHP to determine the index weight by scoring.From the overall evaluation,the current situation of facilities construction can not meet the expectations of residents and the construction standards;From the perspective of grading evaluation,the distribution of provincial and municipal facilities is inconsistent with the trend of population change,the service scope is not comprehensive enough,and the service supply of district facilities is insufficient.From the perspective of sub-system evaluation,the spatial distribution score of facilities is highest,the residents’ satisfaction score is lowest,which reflects that the residents’ satisfaction is not simply determined by the objective construction.Summaring the problems: insufficient supply of district level public cultural services,poor accessibility of district level public cultural facilities,uneven overall distribution of public cultural facilities,and low overall satisfaction of public cultural facilities.Finally,based on the spatial distribution characteristics and allocation performance evaluation results of public cultural facilities,taking "fairness and equality","efficiency balance" and "overall coordination" as the principles,the paper puts forward optimization countermeasures from four aspects: improving the spatial layout structure,enhancing the complexity of cultural facilities,introducing market resources,and improving the closed-loop public cultural service system,It is expected to provide reference for optimizing the allocation of public cultural facilities and improving the quality of cultural life of residents in the future.
