Strategies For Optimizing The Space Allocation Of Elderly Care Facilities In The Main Urban Area Of Jinan City

According to the seventh census,the number of people over 60 years old in Jinan accounts for 19.96% of the total,which is higher than the national aging level.Jinan has become one of the cities with large demand for elderly care in China.In the 14 th five year plan,it is proposed to speed up the construction of a perfect elderly care service system and gradually form an elderly care service system based on home-based elderly care,coordinated by communities and institutions and combined with medical care.As a public service facility for the elderly,the spatial allocation of elderly care facilities is arranged according to the actual elderly care needs,which can effectively realize the efficiency and fairness of facility services.However,during the construction of pension facilities in Jinan,due to the failure to fully consider the actual pension needs of the elderly in the region,there is a mismatch between supply and demand of pension facilities,low service quality and imperfect service system in terms of spatial allocation.Therefore,how to ensure whether the elderly care facilities are reasonably configured according to the actual elderly care needs,whether they meet the actual elderly care service needs of the elderly in the region,and then gradually and comprehensively improve the elderly care service system has great research value.Firstly,this thesis combs the research background,research significance,relevant theoretical basis and relevant research on the spatial allocation of pension facilities at home and abroad.According to relevant norms and standards,the concept and classification of elderly care facilities are defined.Now,the elderly care facilities in the main urban area of Jinan are divided into institutional elderly care facilities and community home-based elderly care facilities.Secondly,sort out the current situation of the elderly in the main urban area of Jinan,predict the elderly population through the grey GM(1,1)model,and get the spatial density distribution characteristics of the elderly in the main urban area of Jinan.At the same time,sort out the current situation of elderly care facilities in the main urban area of Jinan,and obtain the actual elderly care needs and the actual situation of elderly care facilities in the new and old urban areas through questionnaires and interviews.Then,based on the current situation data of the elderly,according to the predicted value of the elderly population obtained by the grey GM(1,1)model,the predicted value is spatially distributed by the random forest interpolation method,and the grid map of the elderly population in the main urban area of Jinan is obtained.Based on this,according to the differences in pension needs between new and old urban areas,relevant national norms and standards and local policies,the data are visualized and charted with the help of analysis software such as Arc GIS and excel.Using the spatial analysis method and the two-step mobile search method based on Gaussian function,this thesis analyzes and summarizes the problems of pension facilities in the main urban area of Jinan from the aspects of per capita bed number of 100 people,per capita building area,service scope,spatial distribution,accessibility and so on.The study found that the construction scale of elderly care facilities in the main urban area of Jinan is insufficient,the spatial distribution is unreasonable,the service function is not comprehensive,and the combination of medical care and elderly care is generally low.Finally,based on the above analysis and the actual pension needs of the main urban area of Jinan,this thesis puts forward the optimization strategy.Based on optimizing the spatial allocation of elderly care facilities,combined with field research and interviews,actual elderly care needs and spatial allocation analysis,this thesis optimizes the elderly care facilities in the main urban area of Jinan from two aspects of planning strategies and optimization suggestions.In terms of planning strategies,it puts forward the principles of balanced,people-oriented and forward-looking planning optimization,and improves the elderly care service system and reasonably distributes the elderly care facilities differently.In terms of optimization suggestions,optimization suggestions are put forward from the aspects of spatial layout,medical and nursing combination configuration structure,elderly care service function,operation management and government guarantee.So as to improve the elderly care service level in the main urban area of Jinan,meet the elderly care needs,and further enhance the elderly happiness in Jinan.
