Project management from a systematic,innovative and participatory strategic perspective is a challenge for organizations in the global context of the 21 st century,taking into account constant social,economic and technological change and uncertainty.The CAUCHARI Solar Park Project was proposed in this context,based on the One Belt And One Road strategy of China.It involves exchanges and cooperation between Chinese and Argentine personnel,and therefore requires more scientific and effective management methods in terms of project human resource management.Therefore,the purpose of this paper is to analyze the current situation of human resource management in Cauchari Solar Park project,find out the existing problems and their causes,and try to provide an optimization plan.The study investigates the existing problems that can be observed in Human Resources Management with respect to four aspects considered as key,which are:personnel selection,training,performance evaluation and salary management.The research was realized by a series of interviews with the General Manager of Cauchari Solar Park and other key members of the project.And it was found that the project presented a series of problems related with the characteristics of the Argentinian law and construction union regulation,and the lack of formality within the practice of Human Resources Management.The focus of the thesis is on the design of a Human Resources Management optimization plan proposal that contributes to effectively transform the management systems of such resources in infrastructure projects in Argentina.This optimization plan can be generalizable to other projects.With regard to personnel training,detailed and formal plans should be put forward as appropriate.Optimize employee recruitment plan and select project general manager scientifically.Regarding personnel training program,improve the importance of senior leaders in training activities,establish and ensure the number of trainings,establish training feedback mechanism.The assessment scheme is optimized by establish an effective performance appraisal mechanism and a reasonable evaluation feedback mechanism.Optimized the salary management system by increasing the welfare allowance and reduce motivation through punishment.Finally,it will highlight the importance of a guarantee system to secure the appliance of the optimization plan,including:(1)cultural concept guarantee;(2)organization guarantee;(3)system guarantee;(4)technical support.The research on human resource management of the Cauchari Solar Park project will help to improve the project performance and facilitate the exchange and cooperation of international projects.Targeted optimization of project human resource management can effectively improve the use of human resources.In addition,this paper also analyzes the guarantee system of the implementation of the optimization scheme.The results of this research can be extended to other projects,which will help to promote the coordination and systematization of human resource management;Consistency between planning,evaluation and continuous improvement of human resource management processes in order to achieve organizational goals and objectives and effectively perform functions related to concern for the social environment.
