| With the proposal of the party’s thought of strengthening the armed forces in the new era,the bureau of science,technology and industry for national defense comprehensively and deeply promotes the effective construction of the military industry’s core capability system,puts forward a new idea of "effect guidance,optimized allocation,intensive construction,and innovative management",and increases the construction of research and development investment in key technologies.NE company as a large military enterprise,bear the important weapon equipment development task,in order to ensure the development of weapons and equipment conditions,since the 12 th Five-Year Plan,NE company has undertaken a number of military industrial project of investment in fixed assets,investment of nearly 3 billion yuan,but with the development of the new situation and new tasks,the next will continue to increase investment construction,and management of construction quality,progress,normative and investment effect is a new,higher testing requirements.According to the project management examples in recent years,there are many problems in the project management process of NE company,especially the cost control in the implementation stage of the construction project.There are many deficiencies,resulting in the phenomenon of superbudget.For example,in the construction drawing design stage,the design concept is often old,conservative,high design index and unoptimized scheme.Weak technical strength and extensive management in the construction stage lead to design changes and frequent site visas;The audit of the settlement stage is not in place,resulting in out-of-control cost and investment waste.Therefore,the study on the cost control in the implementation stage of the construction project of NE company,the formulation of corresponding improvement measures and new cost management methods are particularly important for the improvement of the lean management level and industrial competitiveness of NE company.This paper summarizes the literature and materials related to the research contents by reading a large number of relevant documents such as engineering cost management theory,methods,and cost control measures at various stages.The basic theory and control method of cost management in construction project implementation stage are expounded.This paper analyzes the characteristics of the construction project management of NE company,as well as the problems and reasons in the process of cost control.It has studied and formulated relevant measures for cost control in the implementation phase,that is,effective control of the cost during the implementation phase using such measures as value engineering,implementation of quota design,Bill of quantities pricing,and settlement three-level auditing system.Finally,by combining theory with practice and applying the model of cost management in the implementation stage of the digital R&D and office building construction projects of NE Company,the practical value of this article to the research results of cost control in the implementation stage of construction projects is fully verified.It provides some theoretical basis and practical guidance for the further popularization and application of the project cost management in the implementation stage of the project. |
