As China’s urban construction gradually turns to the stage of inventory renewal, urban refined management and comprehensive quality improvement have been increasingly valued and emphasized. As an important public space in the city and a daily place for residents’ life, the living street has become a key object of urban renewal and governance in recent years due to its large number and the declining physical space. However, the informalities in the living streets are widespread and have two sides, which should not be banned directly. At the same time, street renewal involves comprehensive aspects such as space, economy, society and culture, among which the stakeholders are diverse and complex, and some of them have sharp conflicts of interest. Therefore,it is necessary to deeply explore how to deal with urban informality in street renewal, coordinate the interests of multiple subjects and maintain public interests. This paper takes the living street as the research object, and selects the Nanjing Hongmiao which has the typical characteristics of informality and has carried out the "formalization" renewal as the empirical object.Taking the multi-stakeholder and public participation as the entry point, the characteristics of informality and its positive and negative externalities before the renewal, the specific process of "formalization" renewal, and its impact and internal mechanism are studied. The first part(chapters 1 and 2)is theoretical research.By sorting the definition of urban informality and public participation, related research progress and practical experience, the current research directions and results are summarized, and a comprehensive understanding and theoretical foundation are established for the subsequent research. The second part(Chapter 3)is empirical research.Taking the urban informality as a research perspective, firstly,it analyzes the reasons for the formation of the informalization of Hongmiao from three aspects:internal demand, external conditions, and management issues.Secondly,it comprehensively analyzes the current situation of spatial and non-spatial factors in informalization. The above summarizes the characteristics of spontaneity, practicability, diversity, dynamics, and unity of informality,as well as the positive and negative externalities at different aspects of space, economy, society, and culture. The third part(Chapter 4)is empirical research. This paper deeply analyzes its "formalization" renewal practice process.First,it summarizes the overall practice of Nanjing street renewal, and puts forward the problems of simplification, homogeneity and absoluteization. Then, from the perspective of spatial environment and governance mode, this paper analyzes the specific contents and methods of the renewal practice of Hongmiao, and analyzes innovative measures for informality and multiple participants. The fourth part(Chapter 5)is the mechanism inquiry.Firstly,it analyzes the characteristics of the composition, appeal and participation degree of multiple participants in the renewal of Hongmiao, and considers that the involvement of the enterprise is the root cause of the changes in the relationship between the participants.Next, the update results are reviewed from the perspective of multiple participants, and it is found that after the renewal, the positive and negative externalities that caused by the informalization are replaced with each other. Finally,it explores the mechanism at different aspects and the specific participation process of each participants. On this basis, sum up the successful experience, and put forward corresponding optimization suggestions for the shortcomings. The fifth part(Chapter 6)is a summary discussion.Renewal of Hongmiao uses comprehensive methods combined with public participation and long-term governance mechanisms to try to correctly guide informality and coordinate complex interest relationships, which is a beneficial innovation attempt. However, the elements involved in the street renewal are diverse and the participants are complex, which still needs more extensive experimentation and in-depth research.
