Resource-based industrial cities have made significant contributions to China’s economic take-off in the past few decades.After the 1990s,with the reform of the economic system,the country’s development focus began to gradually shift to the tertiary industry,and many industrial cities faced Due to resource depletion,stagnation in industrial development,high unemployment rate,and environmental pollution,the transformation of resource-depleted cities has become a major problem and challenge for China’s development.As of 2019,there are 262 resource-based cities nationwide,of which 67 are recessive cities,with coal-declining cities accounting for the majority.In 2013,the State Council issued the "National Sustainable Development Plan for Resource-based Cities(2013-2020)",which requires all departments to accelerate the transformation of resource-based cities.Although some achievements have been achieved,many resource-based cities still have unknown positioning.Difficult to implement.Industrial cities have unique urban value because of their unique development history and rich industrial heritage.At present,there are also one-sided and single problems in the research on the evaluation system and transformation mechanism of resource-based cities:the research object is limited to the single industry Construction and production plants ignore the city level;evaluation criteria are limited to the value of the material itself and ignore economic,social,and ecological considerations;lack of dynamic and sustainable thinking.The "multiple rules in one" and "dual evaluation" proposed by the Land and Space Planning of the New Era provide inspiration for the improvement of the resource-based city value evaluation system and the establishment of the urban transformation mechanism,and establish a scientific,comprehensive and sustainable urban evaluation system and transformation The mechanism is imminent.This paper takes coal resource-based cities as the research object,through combing the domestic and foreign theoretical and practical experience,combined with the domestic resource-based city transformation background and era requirements,a multi-level,multi-system and sustainable coal resource-based city value evaluation system is constructed:①The research object is divided into three levels,industrial monomer,industrial block(area),and industrial city,and the value evaluation system is constructed for three different levels;② due to the complexity of the urban system,the evaluation factors at the city level are summarized into three sub-levels Systems,ecosystems,economic systems,and social systems,considering the ecological,economic,and social factors to screen for evaluation factors;③ The evaluation cycle changes from static evaluation to dynamic monitoring,and is considered in conjunction with the city planning cycle.Comprehensive use of analytic hierarchy process,coupled coordination model and other methods to quantitatively calculate the development contribution of each factor of the city,the development level of each system and the development coordination between each other,and the comprehensive development level of the city Relationship to determine the potential and constraints of urban development.Based on the evaluation results of the city value evaluation system,the urban transformation development strategy is proposed:① Ecological level:strengthen the ecological restoration of mountains and waters,promote energy conservation and emission reduction,low-carbon economy,manage collapsed areas,and improve the urban green space system;② economic level:promote regional coordination Development and integration of urban and rural development;promote the adjustment of economic structure,vigorously support continuous industries,develop a diversified economy;improve land use efficiency;③social level:accelerate the construction of infrastructure and social security systems;increase the introduction of education and technical talents Policy construction;accelerate the transformation of shanty towns and old urban areas;attach importance to the protection and reuse of industrial heritage and encourage public participation.The article takes typical coal-type urban coke as an empirical case,combs its industrial development context and urban industrial space development,uses this value evaluation system to evaluate its urban development level,and focuses on combing,classifying and grading the city’s industrial heritage.On this basis,strategies for urban renewal and transformation are proposed:①Reuse strategies for industrial heritage from the urban level,district level,and architectural level to integrate industrial heritage into urban renewal and highlight the characteristics of industrial cities;② regional collaborative development,Clarify its position in the Central Plains urban agglomeration;③ promote industrial diversification,build a complete industrial network and implement it into space;④accelerate the construction of ecological cities,develop sponge cities,and improve the construction of urban green space systems;⑤ improve people’s livelihood,Promote the renewal of infrastructure,the construction of social welfare mechanism and the cultivation and construction of talent team.
