| In the inland river dredging industry,the project construction and management model has gradually changed from the traditional design and construction separation mode to the EPC mode,achieving the general contracting of the design,procurement and construction process of the entire project.However,since the EPC model is characterized by requiring the project general contractor to provide comprehensive services to the owner,the risks in the project management process are no longer borne by the construction unit,but are converted into the project general contractor.Therefore,from the perspective of the project’s general contractor,it is bound to face more responsibilities and risks,but it is also possible to obtain more profits.At the same time,in the course of project practice,since the subcontractor usually signs the engineering quantity list contract with the project general contractor,the risk of the engineering quantity change required for the subcontractor is small.The owner generally determines the progress fee according to the progress of the project image and pays the progress contract to the project general contractor,and the project general contractor needs to pay the project payment and progress payment to the subcontractor according to the actual settlement amount of the project quantity.It can be seen that the project general contractor will bear the huge risks brought by the change of engineering volume;not only that,the price risk during the project implementation process and the resulting delay in the construction period will be borne by the project general contractor.If during the implementation of the project,the amount of engineering occurred and the originally estimated engineering quantity,actual price and expected price are quite different,when the traditional earned value method is used to measure and manage the progress of the project,the conclusions and actual conclusions may be drawn.The deviation is large.Therefore,it is necessary to improve the traditional earned value method to reduce the risk of engineering quantity change,price risk and other risks brought by the project general contractor.In view of the problems existing in the current project progress and cost control during the implementation of domestic river dredging projects,this paper focuses on the specific aspects of the progress and cost control of the implementation of the channel dredging project based on the traditional earned value method and the construction project management practice.This paper discusses some basic principles that should be followed in project management,as well as the basic content covered by the project implementation stage and cost control.Based on the actual needs of the project manager,the application of the improved earned value method in the management practice of dredging engineering is studied.Introduce the concept of actual image actual cost(ACWP0)and actual image progress budget(BCWP0),improve the traditional earned value calculation method,and achieve effective control of project schedule and cost.At the same time,combined with the actual case of a certain inland river dredging project,the key factors that will have an important impact on the progress and cost of the inland waterway dredging project are analyzed,and how to effectively use the improved earned value method in EPC project management is explored.In-depth analysis of the current project implementation schedule management characteristics and methods,to explore the root causes of the implementation progress of the inland river dredging project.The main factors affecting the cost control of inland river dredging projects are studied: the professional level of the management team,the technical level of the construction enterprise,and the coordination level of cost and schedule control.From the perspective of inland river dredging project management,the paper uses the improved earned value method to manage the project schedule and cost,constructs the corresponding earned value analysis and calculation model,and analyzes the operating principle of the improved earned value method.At the same time,it is studied how to use relevant indicators to describe the specific implementation of the project.Through parameter calculation and deviation analysis,it is proved that the improved earned value method is an effective means to comprehensively control the progress and cost during the construction of inland river dredging project.The research results show that the improved earned value method can be effectively used in EPC project management,and reduce the risk of project management in EPC project general contracting,improve the management ability of company project,schedule and cost.Provide decision support and guidance.It can effectively improve the ability of the project’s general contractor to control risks and management efficiency,help
