Rural roads generally refer to roads connecting towns(towns)and administrative villages.In the entire transportation system,rural roads are the foundation of the road network connecting counties,townships,and villages.They play a role in connecting neighboring cities and promoting the exchange of agricultural and sideline products.They are infrastructures that affect the economic lifeline of rural areas.General Secretary Xi has made important instructions on the development of rural roads many times,pointing out that “the construction of transportation infrastructure has a strong leading role,and improving the transportation infrastructure in rural areas has an important guarantee role for poverty-stricken areas to get rid of poverty and become rich.";March 4,2014,gradually eliminating the traffic bottleneck restricting rural development."Manage well" and "Protect well" are the shortcomings of the "Four Good Rural Roads".Therefore,the current situation of rural road management and protection is discussed,and a long-term mechanism for rural road management and protection is established,and some feasible methods are proposed,and To provide some innovative models of rural road management and protection,with a view to providing reference and reference for experts and scholars,to explore a more scientific,fair,and efficient farmer participation model,which has important practical significance for the current sustainable development of rural roads.First of all,this paper studies the typical rural households ’participation in rural road management and protection models through literature research methods.On this basis,the concepts of rural highways,management and protection modes,farmers,farmer participation and rural households’ participation in rural road management and protection are discussed.Characteristics,and then analyze the behaviors of rural households participating in rural road management from the basis of stakeholder theory,farmer behavior theory and planning behavior theory,which lays a theoretical foundation for the construction of rural road management behavior models suitable for rural reality in China.Secondly,on the basis of field research on the rural road management and protection of Yongchuan District,Dazu District,Wansheng Economic Development Zone,Shizhu County,Wulong District and Fengjie County of Chongqing,this paper draws the current status of rural road management and protection in Chongqing Restricting the obstacles to the current rural road management and protection,the intention of the rural households in Chongqing ’s rural road management and protection was designed.Based on the theoretical explanation and case analysis of farmer participation in the preceding chapters,based on the framework of planned behavior theory and structural equation models,a set of frameworks,subjective norms,perceptual behavior control,and behavior attitudes are constructed from the framework of farmer participation behavior intentions.Based on the behavior intention model of rural households participating in the management of rural highways.Then,based on the behavior intention model of rural households participating in the management of rural roads in this paper,the data of rural roads in Yongchuan District,Dazu District,Wansheng Economic Development Zone,Shizhu County,Wulong District and Fengjie County of Chongqing City were used to make use of SPSS Stastics 20.0 analyzes the reliability and validity of the questionnaire data.When both the reliability and validity of the questionnaire are suitable for factor analysis,the confirmatory factor analysis is performed on the questionnaire data.Then,the structural equation model was used for path analysis and research hypothesis,and the imperfect model was revised.Finally,the main factors affecting farmers ’behavior intentions in rural road management were obtained,which were behavior attitude,subjective norms and perception.Finally,according to the research conclusions drawn by the structural equation model,from the perspective of attitude,norms and perceptual,some countermeasures and suggestions are proposed to enhance the farmers’ intention to participate in rural road management.That is,we must actively promote the importance of rural road management and protection,actively promote the benefits of farmers participating in rural road management and protection,and establish a reasonable incentive mechanism to improve farmers’ behavior attitudes;implement diversified rural road management and management models based on local conditions,Strengthen the organization and leadership of the government in the management of rural roads and accelerate the professionalization of rural road management to improve the subjective norms of rural households;from the leading role of rural leading cadres,the protection of national laws and regulations,and the establishment of stable rural road management and funding channels To improve the positive impact of perceptual behavior control on farmers’ intention to participate in behavior.
