| China is in the stage of steady improvement of urbanization.In order to achieve sustainable urban development and enhance its livability,green ecology has become the direction of urban construction,and building a sustainable ecological city,that is,a green ecological city,has become a general trend.As an important link in the construction of an ecological city(district),green transportation is the concrete expression and implementation of the concept of sustainable development in the field of transportation.Building an efficient,energy-saving,and environmentally friendly green transportation system has become a top priority.It is of great theoretical significance and practical guidance value to study the analysis and implementation path of eco-city green transportation planning indicators.Based on the analysis of the status quo of the construction and development of eco-city,the characteristics and development models of different types of eco-city,this paper analyzes the development requirements of eco-city in green transportation.This paper analyzes the development direction of green transportation from the aspects of transportation development mode selection,transportation service system construction,transportation facility planning and design,transportation organization and management.The thesis proposes to advocate?slow travel + public transport? as the leading mode of travel,and to build a multi-level,intensive and efficient and green and low-carbon transport service system.The planning and construction of transportation facilities should ensure that public transportation and slow-moving transportation are given priority,and intelligent transportation management should be realized.Based on the development direction of eco-city?s green transportation,the green transportation planning goals of ?intensive and efficient,safe and comfortable,and environmentally friendly? have been proposed.Following the construction principles of the indicator system,the guidelines of ?energy saving and low carbon,slow travel friendly,public transportation priority,road network optimization,landscape integration,and smart management? were proposed.Based on a reference index system library,and in order to highlight the concept of refined green transportation and cultural services,7 new characteristic indicators have been added.Finally,the eco-city green transportation planning index system was constructed,and the attributes and connotations of various indicators were discussed.The key technical indicators were quantified and the recommended values of planning indicators were proposed.Introduced the concept of whole-process management and control,and established a?full-process management and control? system for the implementation of green traffic planning indicators in the ecological city.Taking the preparation / implementation leader in each management mode as the main control body and green transportation planning indicators as the management and control elements,the management and control process includes the implementation management process and the implementation technology process,which realizes the entire process of the implementation and management of green transportation planning and implementation at all levels.In terms of planning implementation management,analyze the responsible subjects of each link of green transportation planning implementation under the government-led management model,market-led management model,and government-controlled management model,and clarify the connection between the three stages of planning.In terms of planning and implementation technology,the indicators are layered according to the characteristics of the indicators,the planning stage of the indicators implementation is analyzed,the technical paths for the implementation of indicators at different levels are proposed,and the implementation paths for each indicator are detailed.Corresponding to the ?full-process management and control? system for the planning and implementation of eco-city green transportation,a process for planning and implementation of eco-city green transportation is proposed.According to the characteristics of the eco-city area and the differences in the implementation and management modes,the VAGUE set theory was incorporated into multi attribute decision making,and a planning and implementation management path evaluation model was constructed to obtain an implementation management path with the best suitability for the eco-city area.Aiming at specific ecological urban areas,and comparing with the green transportation planning index system,a ?comprehensive index for the implementation effect of green transportation planning indicators? was proposed,and the principal component analysis was used to evaluate the implementation effect of the indicators.Finally,taking the Honghua-Airport area of the Southern new town of Nanjing as an example,the research results are applied. |
