Research On Comprehensive Evaluation Of Social Capital Purchasing Of Operational Highway PPP Project

PPP project procurement is regarded as the core process of PPP project,and the result of social capital procurement of commercial highway PPP project is related to the quality of social capital.At present,it is necessary to further improve the procurement quality and efficiency in the process of social capital procurement of operational highway PPP projects.Based on this,this paper focuses on PPP project social capital procurement process and implementation,procurement evaluation index system construction of two aspects.In the research process,firstly,based on the literature research method,the paper sorts out the literature on the social capital procurement of PPP projects,understands the existing research results at home and abroad,and analyzes the current social capital procurement process and implementation status of China’s operational highway PPP projects by combining with the literature.It points out the difference between social capital procurement of PPP projects and traditional social capital procurement of PPP projects,clarifies the general process of social capital procurement of PPP projects,and analyzes the implementation status of social capital procurement of PPP projects,as well as the existing deficiencies and problems.Secondly,on the basis of investigation and case analysis and literature analysis,indicators suitable for social capital selection of operational highway PPP projects are screened out,social capital evaluation index system is constructed according to actual project needs,and the weight of each indicator is set according to experts’ suggestions.Thirdly,the established social capital evaluation index system is implemented in combination with specific PPP project cases of commercial highway,and the specific scoring criteria and judgment basis are further clarified.Invite members of the review group to score in the way of comprehensive scoring method,and choose the social capital side according to the score.According to the research,quality and efficiency should be taken into account in the procurement of social capital for PPP projects of commercial highway.On the one hand,the procurement process of social capital in PPP projects should be optimized to promote the standardized operation of the selection process of social capital parties.And construct the corresponding discipline,supervision and guarantee mechanism.On the other hand,a scientific evaluation index system of the social capital of PPP projects should be constructed,and each index should be quantitatively scored according to certain evaluation criteria,so as to ensure the scientific selection of the social capital.It lays a good foundation for the operation of subsequent PPP projects.
