| In recent years,the World Bank continuously publishes the "Global Business Environment Report" every year,in which it evaluates the power availability of companies in the world’s economies,and considers the obtained power index as one of the important indicators of the global business environment evaluation.The CPC Central Committee and the State Council have deployed work on optimizing the business environment repeatedly,requiring continuous stimulation of market vitality and social creativity.The National Development and Reform Commission,the National Energy Administration,local governments,and other third-party organizations have also successively implemented assessments to optimize the business environment or "access to electricity" special assessments.W company is also studying how to use its own advantages and adopt reasonable and effective measures to increase the power index and optimize the management level of industry expansion.This article takes the local natural monopoly company W as an example,based on the World Bank’s power index evaluation method,combined with the current research status of leading countries or cities in obtaining power index at at home and overseas,and based on the actual situation of W company,on the basis of comparative analysis,Through visits and investigations,the current situation of W company’s power acquisition was investigated.The investigation found that W company has the following problems in obtaining electricity: the company has many links in power supply,long time,high cost,low reliability of power supply,and low transparency of electricity bills.This paper is mainly based on obtaining the power index improvement,and studies how to use the theoretical method of Lean Six Sigma to optimize the business expansion and installation management.Defined the non-standard content in the process of business expansion and installation service(affecting the increase in power index)as management "defects",and selected mature Lean Six Sigma DMAIC(definition,measurement,analysis,improvement,control)as the overall methodology of the “zero defect” internal control management of the industry expansion and installation service,and combine the actual situation of the power industry to eliminate “defects” and improve the power index as the core,grasp the entire chain of internal control and management of “defects” in business expansion and installation services,subdivide the service “defects”that cause customer dissatisfaction,identify the causes of “defects”,lock improvement targets,and implement targeted “elimination of defects”.Extended the DMAIC model of Lean Six Sigma to form a closed-loop management model of "collection,classification,analysis,target proposal,improvement,and evaluation",and improve the power index as much as possible.Through the analysis of the status of the power index obtained by W Company,suggestions for optimizing the management level of industry expansion and installation are put forward.W company should play the role of the “backbone” of central enterprises,act as a pioneer and example in improving the local business environment,It can reduce links,time and reduce costs for enterprises to run electricity,and provide reference and reference for public institutions to improve their business environment. |
