| After more than 40 years of reform and opening up,China has entered the era of ecological civilization from an industrial civilization.In this context,energy conservation and emission reduction have become the main content of all walks of life to implement the concept of ecological civilization.Urban and rural planning is not only an important technical means for spatial allocation of various development resources,but also an important public policy for deepening the implementation of ecological civilization spirit and building low-carbon cities.At present,Tianjin is in an important period of transformation and development,and the pressure of energy conservation and emission reduction is greater.On the basis of certain achievements made in "technical" emission reduction,exploration of "structural" emission reduction is also being carried out in the field of urban and rural planning to achieve carbon emission reduction under the existing technological level.This paper is based on the above background and social demand,relying on the tianjin Education Commission social science major project.Based on the element space coupling coordination evaluation model,this paper studies the low-carbon planning strategy of Tianjin.In this paper,the coupling coordination degree analysis method is mainly used to analyze the coupling coordination of carbon emission-land use-industry development factors,taking each district in Tianjin as the coupling unit.Based on the coupling coordination degree of elements,the carbon control zone was demarcated and the low-carbon land use strategy was put forward.The main conclusions are as follows :(1)In recent years,the carbon emission in tianjin has begun to decline slowly,but there are great differences among districts.(2)There is a big difference in the level of carbon emission,land use and industrial development in Tianjin.The carbon emission factor index of each district in Tianjin decreases year by year,and the emission reduction situation is grim.The development level of land use factors shows an increasing trend overall.But the factor index of industrial development is decreasing.(3)The degree of coupling coordination between carbon emissions and land use and industrial development in Tianjin is decreasing.The degree of coupling coordination between carbon emission and land use in each district of Tianjin gradually decreases on the whole.The overall trend of the coupling coordination between carbon emission and industrial development is gradually unbalanced.In the same period,the coupling degree of carbon emission,land use and industrial development in most districts is at a high level coupling stage.This shows that the interaction between the three elements is great.However,the coordination degree of spatial coupling of the three elements is gradually decreasing.(4)The whole Tianjin should be divided into four carbon control zones,namely mild imbalance zone,near imbalance zone,barely coordination zone and intermediate coordination zone.Each district should formulate corresponding carbon control strategies according to the coupling results.(5)In the current land use planning scheme of Tianjin,the carbon emission from the land use structure is far from meeting the requirements and must be adjusted.In conclusion,on the basis of the analysis of the characteristics of each level of carbon control zone,the optimization strategy for each level of low-carbon control zone is proposed.The carbon emission of land use is further analyzed and the corresponding low carbon land use strategy is put forward. |
