Study On Critical Success Factors Of Urban Renewal Projects Under The Background Of New Urbanization

In the past 40 years,with the rapid development of urbanization in China,urban diseases emerged in endlessly,such as uneven distribution of urban resources,imperfect supporting infrastructure and poor environment.Under the background of new urbanization,it is necessary to further improve the level of urbanization,and solve the unreasonable planning of the city.As the representative of the stock development,urban renewal is an effective means to achieve sustainable urban renewal and develop new urbanization.Urban renewal is a complex process involving multi-agent participation.In the process of practice,developers’ brand strength is not enough and the implementation is difficult.Government approval procedures are complex,slow implementation efficiency;urban culture and environment were destroyed;Low participation of residents.Therefore,it is particularly important to study the key success factors of urban renewal projects.Based on 20 cases,this paper identified and analyzed the influencing factors in the implementation of urban renewal with grounded thinking,including:(1)This paper combed the development process and policies of urban renewal at home and abroad,analyzed the succession of urban renewal concepts and terms,and clarified the rationality and necessity of implementing urban renewal under the background of new urbanization.(2)Based on literature review and multi-case analysis,this paper identified 21 influencing factors of urban renewal projects,and then summarizes them into 8 key success factors,namely “ public participation ”,“ enterprise strength ”,“ project management ”,“ government role ”,“ third party organization ”,“ economic benefit ”,“ regional characteristics ” and “ community culture ”.The key success factors model of urban renewal is established from the three levels of society,organization and project.Among them,“ economic level ”,“ regional environment ” and “ social culture ” are the important reasons for the initiation of urban renewal projects.Government,enterprises,residents and third parties are stakeholders of urban renewal projects.The participation and support of various subjects and mutual cooperation are important reasons for the success of urban renewal projects.“ Project management ” is the direct reason for the success of urban renewal projects.(3)Through the questionnaire survey to collect data,this paper verified the integration into seven key success factors,including “ enterprise strength ” and “ third party organization ” merger.According to the results of factor analysis,the variance explanatory rates of “ public participation ”,“ corporate strength ” and “ project management ” are high,which are important influencing factors.(4)The evaluation system of urban renewal cases is established,and the evaluation rules are prepared.According to the collected case data,three cases are scored according to the rules,namely,the reconstruction of Enning Road in Guangzhou,the reconstruction of Dachong Village in Shenzhen,and the reconstruction of Erling No.2Factory in Chongqing.The results showed that Dachong Village in Shenzhen has the highest score,and each factor has a high proportion of scores,in which the enterprise’s “ project management ” and “ government role ” have been fully scored.According to the research results,suggestions are provided for the subsequent urban renewal practice from the perspectives of the government,developers and the public.
